RE: Parks Administration Building Facility Improvements 2019-2025
BACKGROUND
As a result of Council feedback following the February 13, 2019 Council workshop, Facilities
Maintenance was tasked with providing a summary of any unavoidable/necessary facility improvements
of the current Parks Administration building on Idaho Street if any renovation of the building was
delayed up to six years (through 2025).
ANALYSIS
Staff reviewed the 2017 Boldt Facility Assessment Report of the Parks Administration Building and
tallied projects as well as estimated costs for unavoidable/necessary facility improvements (roofing,
HVAC, electrical, plumbing, structural and building envelope) through 2025. A summary of these
projects is as follows:

As explained in the Boldt report, the building's shell, walls and windows appear original to the building
and are not well insulated. The building's plumbing and electrical systems are poor. While not listed on
the above matrix, some of these items may also need to be repaired and/or replaced before 2025.

It should also be noted there are unquantifiable costs associated with Parks Department staff being
located at various sites throughout the city, including Riverside Cemetery, Menominee Park and the
Senior Center, which prevents the efficient, coordinated use of department personnel. Additionally, it
has long been expressed by employees that the conditions of this building provide a work environment
that is inefficient and affects their ability to perform at a high level. These same conditions existed for
Public Works Field Operations employees prior to the construction of the Field Operations Facility.
FISCAL IMPACT
Barring any additional unforeseen maintenance issues, and depending upon the status of roofs 1, 2 & 4,
the total estimated fiscal impact for unavoidable/necessary facility improvements at the Parks
Administration building through 2025 may range from $81,000-$220,000. In addition, property
acquisition and demolition costs to expand beyond the current Idaho site are currently estimated to be
at $250,500. These costs may increase through 2025.
RECOMMENDATION
Unless plans are developed to construct a new Parks Operations Facility as recommended in the Boldt
report, staff recommends allocating adequate funds to address the unavoidable facility improvements at
the Parks Building as identified above.
