HomeMy WebLinkAbout38. 19-262APRIL 23, 2019 19-262 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PARKING REGULATION CHANGE FOR THE ALGOMA LOT STALLS 37-39 INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-36 and appendix 27B OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO REGULATIONS IN MUNICIPAL PARKING LOTS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-36 and Appendix 27B of the Oshkosh Municipal Code pertaining to parking regulations in municipal parking lots is hereby amended as follows: 27-36 and Appendix 27B Regulations in Municipal Parking Lots 300 WEST LOT Add Thereto: No parking, stalls 37-39 from 2 a.m. until 9 a.m. Monday — Friday SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #19 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-36 and appendix 27B OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS IN MUNICIPAL PARKING LOTS) on May 14, 2019. This ordinance prohibits parking in stalls 37-39 until 9 a.m. Monday - Friday The full text of the ordinance may be obtained at the Office of the City Clerk, 215 Church Avenue and through the City's website at www.ci.oshkosh.wi.us. TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: April 23, 2109 RE: Approve parking regulation change in the Algoma Parking Lot stalls 37-39. BACKGROUND The sanitation department has been working with business owners in this area to clean up the dumpster enclosure in the parking lot. The businesses have been working with their waste disposal contractor. The contractor is having a hard time accessing the area to perform waste and recycling removal which is causing the unsightly accumulation of trash at times. These stalls are currently designated as 2 hour parking (with no parking from 2 -5 a.m. in any timed stalls). The Traffic and Parking Advisory Board recommends approval. (7-0) ANALYSIS This lot is not heavily parked and it is essential we maintain clean, sanitary parking lots and dumpster enclosures. Extending no parking until a.m. on weekdays will allow the contractor time to empty their dumpsters. There are ample other parking stalls available in this lot. FISCAL IMPACT The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION I recommend that the Common Council approve these modifications to Section 27-36 and corresponding appendix 27B of the Municipal Code pertaining to parking regulations on designated streets and alleys.
