HomeMy WebLinkAbout23. 19-247 APRIL 23, 2019 19-247 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPECIAL EVENT / ARDY & ED'S DRIVE IN / UTILIZE DOTY STREET FOR THE ARDY&ED'S CRUISE NIGHTS/MAY 23, JUNE 27, JULY 18, AND AUGUST 22, 2019 INITIATED BY: CITY ADMINISTRATION NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to Ardy & Ed's Drive In (Steve Davis) to utilize Doty Street (south of 241h Avenue and north of 241h Avenue to 23rd Avenue)Thursdays from 5:00 p.m. to 9:00 p.m. May 23,June 27,July 18, and August 22,2019 for the Ardy and Ed's Cruise Nights in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. Oshkosh Police Department recommends street closure (Doty Street south of 241h Avenue and north of 241h Avenue to 23rd Avenue). S. C. BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City's actual costs for extraordinary services. Cost Estimates for Extraordinary Services Police Department Staffing $249.44 (preliminary estimate includes 4 dedicated CSO hrs./night) Street Department Staffing $182.12 (preliminary estimate includes 1 dedicated hr./night for delivery/pick up of barricades & signs) Equipment/Vehicle Use $51.88 (preliminary estimate includes use of truck & trailer for 1 hr./night for delivery/pickup of barricades & signs) Supplies /Materials $ 198 (preliminary estimate includes use of barricades & signs each night) SPECIAL EVENT PERMIT �� ��� APPLICATION%:O 2019 The completed application can be mailed to: Oshl<osh Seniors Center,Special Events Coordinator,200 N.Campbell Rd.,Oshkosh, WI,54902. Past Office Box 2126 Oshkosh, Wl 54903-2126 Since 1948 Phone: 920.231.5455 March 25, 2019 Kathy Snell City of Oshkosh Special Events Coordinator Kathy, We are asking for your review and consideration of a special events permit for our upcoming 2019 Ardy & Ed's "Cruise Nights"to be held on May 23, June 27, July 18, and August 22 this summer. 2019 will be the 11th year we would like to host these popular Cruise Nights during our summer months. Our request is based on the recommendation of the Oshkosh Police Department in back 2015, which had received some complaints on different occasions from 1 neighbor. We have tried to alleviate the neighbors concerns through guest correspondence, printed handouts, announcements and social media posts. We have also purchased some traffic signs and cones to mark surrounding driveways to prevent them from being blocked during these events. The area is thoroughly inspected after the events, and any minor amount of trash is always cleaned up promptly by us. During the event all current traffic drives and entrances and exits to our property are maintained as they always are. Recommendations of providing our own "Event Security Manager" in 2018 worked well, and we will continue that practice if our permit is granted for 2019. We feel the changes suggested and implemented on the recommendation of the review committee and Oshkosh Police Department have worked well, and we feel they would be good to continue for these future events.
