HomeMy WebLinkAbout12. 19-236 APRIL 23, 2019 19-236 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE SUBMITTAL OF DEPARTMENT OF NATURAL RESOURCES STEWARDSHIP GRANT FOR PIONEER RIVERWALK MAIN STREET TO RAILROAD TRACKS INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, the City of Oshkosh is interested in developing lands for public outdoor recreation purposes and financial aid is required to carry out the project; and WHEREAS, the next section of riverwalk improvements on the south shore of the Fox River will be along Pioneer Drive from Main Street to the railroad tracks; WHEREAS, if a grant is awarded, the City of Oshkosh has set aside funds in the 2020 Capital Improvement Program as its match to complete this riverwalk section. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to submit an application to the Wisconsin Department of Natural Resources for riverwalk improvements along Pioneer Drive. BE IT FURTHER RESOLVED that the City will comply with state or federal rules for the programs; may perform force account work; will maintain the completed project in an attractive, inviting and safe manner; will keep facilities open to the general public during reasonable hours consistent with the type of facility, and will obtain approval in writing from the Wisconsin Department of Natural Resources before any change is made in the use of the project site (if applicable). BE IT FURTHER RESOLVED that the City of Oshkosh hereby authorizes H. Allen Davis III, Community Development Director, to act on behalf of the City to: APRIL 23, 2019 19-236 RESOLUTION CONTD 1) Submit an application to the State of Wisconsin Department of Natural Resources for any financial aid that may be available. 2) Submit reimbursement claims along with necessary supporting documentation within 6 months of project completion date. 3) Submit signed documents. 4) Take necessary action to undertake, direct and complete the approved project. BE IT FURTHER RESOLVED that if awarded, the City hereby accepts said funds from the Department of Natural Resources and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same, and to carry out all actions necessary to implement the City's obligations under the terms of the grant agreement. TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: April 15, 2019 RE: Authorize Submittal of Department of Natural Resources Stewardship Grant for South Shore East — Pioneer Drive Riverwalk Improvements BACKGROUND City staff proposes to continue construction of the riverwalk along the south shore of the Fox River along Pioneer Drive from West 6t" Avenue/South Main Street intersection to the railroad tracks. Stewardship Grant applications are due to the Wisconsin DNR by May 1St. If a grant is awarded, construction could begin in the spring/summer of 2020, depending on grant funding and weather conditions. ANALYSIS Staff is developing a concept for this Pioneer Drive Riverwalk section to consist of a 12 ft. wide concrete multi -modal pedestrian trail, overhead lights, bollards, a couple of viewing areas, benches, and other usual riverwalk amenities that are consistent with the other riverwalk sections already completed. The Pioneer Drive Riverwalk section will start at the West 61h Avenue/South Main Street intersection, and extend easterly to the Railroad tracks. Preliminary discussions include the creation of a pedestrian mall type area utilizing the existing Pioneer Drive right-of-way, which would only permit emergency vehicle traffic in this section. This type of development would still allow fisherman access to this area during various fish runs along the River. The engineer's preliminary estimate for the project cost is $1.6 million. The grant application is written for the normal up to 50% grant of $800,000. FISCAL IMPACT The City's matching funds will come from the 2020 Capital Improvement Program. RECOMMENDATION The City Council approves submitting the grant application.
