CHOSEN INTERNATIONAL PATHFINDER CAMPOREE /

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH CREATING A TEMPORARY
NO WAKE ZONE IN THE FOX RIVER FROM THE WISCONSIN STREET BRIDGE TO
A POINT 2,700 FEET NORTH/UPSTREAM OF THE BRIDGE FOR A WATER SKI SHOW
OPERATED BY THE CENTER FOR YOUTH EVANGELISM — CHOSEN
INTERNATIONAL PATHFINDER CAMPOREE / THURSDAY, AUGUST 15, 2019, 2
p.m. —4 p.m.
WHEREAS, a request has been made for a temporary no wake zone in the Fox
River from the Wisconsin Street Bridge to 2,700 feet north/upstream of the Wisconsin
Street Bridge for the City of Oshkosh for a waterski show in connection with the Center
for Youth Evangelism—Chosen International Pathfinder Camporee on Thursday, August
15, 2019 from 2 p.m. —4 p.m.; and
WHEREAS, a no-wake zone currently exists under and through the Wisconsin
Street Bridge; and
WHEREAS, the organizer is working with the Wisconsin Department of Natural
Resources, Coast Guard Auxiliary and the Winnebago County Sheriff's Department for
purposes of enforcement of the no wake zone during this period; and
WHEREAS, Wisconsin Statutes §30.77 authorizes the City of Oshkosh to regulate
the operation of boats on that portion of the Fox River which lies within its jurisdiction;
and

WHEREAS, Statutes require that the City take into account factors that include all
of the following:
1. The type, size, shape and depth of the body of water and any features
of special environmental significance that the body of water has.
2. The amount, type and speed of boating traffic on the body of water
and boating safety and congestion; and
3. The degree to which the boating traffic on the body of water affects
other recreational uses and the public's health, safety and welfare, including
the public's interest in preserving the state's natural resources.
The Common Council of the City of Oshkosh does ordain as follows:
SECTION 1. That the Council has considered the relevant factors pertaining to
this request, including:
1. The type, size, shape and depth of the Fox river within its jurisdiction
and any features of special environmental significance that the Fox River
has.
2. The amount, type and speed of boating traffic on the Fox River and
boating safety and congestion; and
3. The degree to which the boating traffic on the Fox river affects other
recreational uses and the public's health, safety and welfare, including the
public's interest in preserving the state's natural resources.
4. The temporary nature of the request and the ability to enforce the no wake
zone for the period requested.

SECTION 2. That there is hereby created a temporary no wake zone in the Fox
River from the Wisconsin Street Bridge to 2,700 feet north/upstream of the Wisconsin
Street Bridge for the City of Oshkosh for a waterski show in connection with the Center
for Youth Evangelism—Chosen International Pathfinder Camporee on Thursday, August
15, 2019 from 2 p.m. —4 p.m.
SECTION 3. That the appropriate City Staff are directed to work with the
organizer of the event, Department of Natural Resources, Coast Guard Auxiliary and the
Winnebago County Sheriff's Department for the proper placement of any necessary
navigational aids and for enforcement of the temporary no wake zone.
SECTION 4. This Ordinance shall be in full force and effect from and after its
passage and publication and for the date and time established herein.

Please take notice that on April 9, 2019 the City of Oshkosh enacted ordinance #19-226 A
GENERAL ORDINANCE OF THE CITY OF OSHKOSH CREATING A TEMPORARY

A POINT 2,700 FEET NORTH/UPSTREAM OF THE BRIDGE FOR A WATER SKI SHOW
OPERATED BY THE CENTER FOR YOUTH EVANGELISM — CHOSEN
INTERNATIONAL PATHFINDER CAMPOREE / THURSDAY, AUGUST 15, 2019, 2
p.m. —4 p.m.. The ordinance creates a temporary no wake zone on August 15, 2019 from
2 — 4 p.m. on the Fox River from the Wisconsin Street Bridge to a point 2,700 feet
north/upstream of the Wisconsin Street Bridge to allow the Center for Youth Evangelism
— Chosen Pathfinder Camporee to put on a waterski show in the Fox River.
