RE: Oshkosh Corporation Global Headquarters Construction, Public Improvements,
Tax Increment Finance Plan, Timeline
Public Improvements
There has been no new construction of public streets or utilities. Construction of Westfield and
the related utilities have been completed as planned. Westfield has been opened for traffic. This
schedule is in accordance with the Development Agreement. The stormwater management
excavation, located to the west of the Oshkosh Corporation Corporate Headquarters building,
is complete. The Koeller Street extension construction is scheduled to start in 2019, although
utility extensions on Koeller have already started and the water main has been installed. The
contractor has completed temporary restoration and does not plan to resume work until spring.
The Traffic Signals at Westfield and Oshkosh Ave have been re -installed on a temporary basis
and will remain operational until the new signal hardware can be delivered and installed in
2019. The contractor cleaned up some of the traffic painting/marking in the area in
December. Some of the old lines were removed, but not all. The developer has submitted the
Certified Survey Map (CSM) for dedication of the final strip of land for the wider Oshkosh
Avenue right-of-way. The CSM will be reviewed at the March 19, 2019 Plan Commission
meeting. The City Council would then take action on it in March or April.
City staff has finished the analysis required for proposed Special Assessments for the Public
Improvements for Oshkosh Ave, Westfield and Koeller Street. It is anticipated that the Council
will hold the Special Assessment Public Hearing in the near future.
The Plan Commission recommended approval of the official mapping for widening Koeller to
about 80', north of the round -about. The Council approved the official map amendment on
January 22, 2019. The City will also hire a round -about traffic engineer for the design of the new
Koeller approach to the round -about as was recommended in the Traffic Impact Analysis.

Design would be completed this spring, and construction would be completed in the summer
to early fall of 2019, in accordance with the Development Agreement.
The WisDOT-TEA grant of $787,500 that was awarded will help offset costs for the public
infrastructure improvements. Staff continues to work on grant administration and allocate the
grant dollars for the appropriate grant eligible activities for reimbursement.
The WisDNR staff has reported that the City has been tentatively awarded a riverwalk grant
that City staff submitted in May, 2018. The $793,247 grant will help build the asphalt riverwalk
from the I-41/Tribal Heritage Trail to the Oshkosh Corporation site, and in addition, extend the
new riverwalk east to Punhoqua Street. The riverwalk grant would also add lights, bollards,
and benches to match the existing riverwalk design. WisDNR reports that the state portion of
the award has been made. However, the Federal shutdown delayed the federal funding made
possible through the WisDNR for the riverwalk, so the grant award will not be made until the
Federal award is made. Staff is hoping this still takes place in April, 2019. This delay could
result in a delay for riverwalk bidding and construction. City staff and AECOM are finishing
the final design and permitting for the riverwalk from I-41 to Punhoqua, and plans are 100%
complete. Bidding and contract award depend on the Federal funds approval. The project can
still be started in spring of 2019, with completion in the fall of 2019. Time is getting short to stay
on that schedule. The City recently received the $600,000 donation from Oshkosh Corporation
for the riverwalk.
The City has also received a $255,000 Transportation Assistance Program (TAP) grant from
WisDOT to help pay for the costs of extending the riverwalk trail from Punhoqua, east through
Rainbow Memorial Park. The construction of this segment of riverwalk could be constructed in
2021. This project would help implement the Rainbow Memorial Park Master Plan and connect
the lakeshore riverwalk to Oshkosh Ave. and Sawyer Street. The 2019-2023 CIP includes
funding in 2020 for design services for Rainbow Memorial Park improvements and funding for
these improvements in 2021 to coincide with the planned Riverwalk improvements through the
park.
City staff has selected consultant Smith Group from Madison, Wisconsin to help the City plan
the development of Lakeshore Park. The park plan will be completed in 2019.
Tax Increment Finance Plans
The Common Council adopted both Tax Increment Finance #34 and #35 Plans on January 23,
2018. The Joint Review Board approved both TIF Plans on January 30, 2018. Private developers
are working on plans for development in TID #35 along Oshkosh Ave.
The Accu-com building at the Oshkosh Ave/Sawyer intersection was demolished in January,
2019. Repp's Bar demolition started on March 19, 2019. The snow in January, February and
March has delayed the demolition.

Development Agreement and other Agreements
Staff continues to work on the remaining agreements which include easements for stormwater
connections. The Plan Commission reviewed and recommended approval of the draft
stormwater easements on November 6, 2018. The Council approved the easements at their
March 12, 2019 meeting.
A Landscape Maintenance Agreement that would assign maintenance responsibility for the
City -owned land between the Oshkosh Corporation property and the proposed riverwalk to
Oshkosh Corporation will also be needed, and should be approved after the final design of the
riverwalk is completed.
Timeline
Construction continues on the building. Inspection staff issued the full building permit for
Oshkosh Corporation's Global Headquarters' project. Inspection staff are on-site regularly for
inspections.
The Oshkosh Corporation contractor, Miron Construction, started mobilization for building
construction on June 11, 2018. Erosion control practices are in place and excavation and grading
work is on-going. The foundation work and structural steel is largely done for the season.
Concrete floors are being installed in the building. Oshkosh Corporation reports that the project
is still on schedule, in spite of the recent weather.
