HomeMy WebLinkAbout48. 19-202 MARCH 26, 2019 19-202 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 857 WEST 9TH AVENUE ($21,000) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, the property owner has offered the property at 857 W. 91h Avenue to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 857 W. 91h Avenue is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property 857 W. 91h Avenue is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. MARCH 26, 2019 19-202 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property for $21,000.00 and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 303-0740-7208-16723 Community Development Block Grant Land Purchase. TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: March 20, 2019 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire 857 West 91h Avenue ($21,000) BACKGROUND The US Department of Housing and Urban Development (HUD) foreclosed on the property in April 2016. The current owner purchased the home in September 2016 with the intent to remodel the house as an owner occupied single family home. As the remodeling project progressed, structural issues were identified that made the house uninhabitable. The owner decided to sell the property to try and recoup his costs with the caveat that the house must be demolished. City staff and the owner agreed on a sale price of $21,000. ANALYSIS The property is located on the south side of West 9th Avenue near the 9th and Knapp intersection. The Sacred Heart Neighborhood Association is across the street on the north side of West 9th Avenue. 9th Avenue is also considered a gateway to the community. One of the goals of the approved 9th Avenue Corridor Plan is to improve the appearance of properties along the gateway. Demolition would cost about $10,000 to $20,000. The lot is normal sized for this immediate area at 50' x 150', which would allow for the construction of a new affordable single family home. This block area is ranked average on the Quality of Life Map. Demolition of the existing house and construction of a new affordable single family home would improve the neighborhood and the 9th Avenue corridor. FISCAL IMPACT CDBG funds will be used for the acquisition and demolition tipping fees. There are adequate funds available for this type of blight removal project. City Hall, 215 Church Avenue P.O.
