PURPOSE: ACCEPT DEDICATION OF STREET RIGHT OF WAY; NORTH
1600 BLOCK OF OSHKOSH AVENUE

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the City
hereby accepts right-of-way on the north side of the 1600 block of Oshkosh Avenue, per
the attached.

BACKGROUND/ANALYSIS
The City of Oshkosh is requesting a right-of-way dedication to widen Oshkosh Avenue. This
dedication is required for proposed improvements and revitalization of the Oshkosh Avenue
Corridor. The proposed Oshkosh Avenue right-of-way widening will dedicate approximately
5,213 square feet of area along the north side of Oshkosh Avenue approximate 240 feet east of
N. Westfield Street. The dedicated area as planned is 24 feet wide by approximately 217 feet
long and will make this section of Oshkosh Avenue a 90 -foot right-of-way. This is similar to the
right-of-way dedication actions in 2018 west of this site where the extra width was required for
the redesign of Oshkosh Avenue. The proposed widening will also make Oshkosh Avenue
compliant with the city's Comprehensive Plan which recommends arterial -classed streets such
as Oshkosh Avenue having a minimum 80 -foot right-of-way. The proposed 90 -foot wide right-
of-way will accommodate four -lane streets, turn lanes and provide area for public sidewalks
and ample terrace area for terrace trees and snow storage. The dedication will become official
upon approval by the Common Council.
FISCAL IMPACT
Dedicating the land for right-of-way purposes at this time will save the city from having to
purchase the land at a future date to implement street improvements.
RECOMMENDATION
The Plan Commission recommended approval of the right-of-way dedication at its March 19,
2019 meeting.

The City of Oshkosh is requesting a right-of-way dedication to widen Oshkosh Avenue. This
dedication is required for proposed improvements and revitalization of the Oshkosh Avenue

The proposed Oshkosh Avenue right-of-way widening will dedicate approximately 5,213 square
feet of area along the north side of Oshkosh Avenue approximate 240 feet east of N. Westfield
Street. The dedicated area as planned is 24 feet wide by approximately 217 feet long and will
make this section of Oshkosh Avenue a 90 -foot right-of-way. This is similar to the right-of-way
dedication actions in 2018 west of this site where the extra width was required for the redesign of

The dedication is included on a draft Certified Survey Map currently under review by city staff.
Once city staff approves the Certified Survey Map it will be recorded at the Winnebago County
Register of Deeds. The dedication will become official upon approval by the Common Council.
RECOMMENDATION/CONDITIONS
Staff recommends acceptance of the right-of-way dedication at the North 1600 Block of Oshkosh
as proposed.
The Plan Commission approved of the right-of-way dedication as requested. The following is the
Plan Commission's discussion on this item.
