Home My WebLink About18. 19-172 MARCH 26, 2019 19-172 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE FUND BALANCE RESERVATIONS INITIATED BY: DEPARTMENT OF FINANCE WHEREAS, it is necessary to approve fund balance reservations for projects that were budgeted in 2018, but not completed in 2018; and WHEREAS, in order to pursue initiatives directly related to the strategic plan, that were not included in the 2019 operating budget, it is recommended that Council approve reservation and transfer a portion of available funds remaining from the 2018 operating budgets to the Property/Equipment Improvement Fund for these expenditures; and WHEREAS, the Police Department requested the purchase of body camera signal devices and a K-9 bite suit for daily operations during the 2019 budget process, however funds were not available for the purchase at that time and staff has now identified sufficient funding for this purpose from the 2018 budget. WHEREAS, the Fire Department requested the purchase of scheduling and policy management software, during the 2019 budget process, however funds were not available for the purchase at that time and staff has now identified sufficient funding for this purpose from the 2018 budget. WHEREAS, the Parks Department requested the purchase of CIMS Cloud Migration Software (Cemetery) and Fountain lights for South Park Lagoon. This software was requested during the 2019 budget process, however funds were not available for the purchase at that time and staff has now identified sufficient funding for this purpose from the 2018 budget. In addition, the fountain lights were approved in Resolution 19-149 with available funding from the Parks operations budget. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City Officials are hereby authorized and directed to transfer $3,571,966.72 from the 2018 Budget to the 2019 Budget as fund balance reservations as shown on the attached Exhibit A. TO: Honorable Mayor and Members of the Common Council FROM: Trena Larson, Finance Director DATE: March 21, 2019 RE: Approve Fund Balance Reservations BACKGROUND A Fund Balance Reservation preserves funds from the prior year's budget that were not spent during the subsequent fiscal year. This is part of the year end evaluation process. It allows funds from the prior year to be carried forward to fund specific items previously budgeted, gives a truer picture of the year-end Fund Balance for 2018, and keeps Fiscal Year 2019 clean with respect to budgeted items and spending. ANALYSIS Included with the resolution is Exhibit A. This list contains the items included in the requested Fund Balance Reservations and Fund Transfer, as well as the amount and reason for the requests. FISCAL IMPACT By applying Fund Balance Reservations for items that were budgeted in the previous year, the current year's budget will not be negatively impacted. Rather, the $3,571,966.72 is set aside from the budgeted funds of the previous year to create a reserve line for items which were not anticipated when preparing the 2019 budget. This will allow the City to better evaluate the previous year, as well as the current year, and lead to overall improved financial performance. This year the City requests to transfer $38,034 of unspent funds from the 2018 General Fund and Cemetery Fund operation budgets into the Property Equipment Improvement Fund. This will allow departments to purchase items which support initiatives in the City's Strategic Plan. The items would include the following: body camera signal devices which turn on a Police officer's body camera when the officer's emergency equipment is activated; a K-9 bite suit for the Police Department; scheduling and policy software for the Fire Department; and CIMS Cloud Migration Software for the Parks Department. These items were proposed in the 2019 budget process by departments, however, funds were not available for these purchases. If funding is authorized by Common Council, purchasing will be in accordance with the City's purchasing policy. In addition, the Common Council approved resolution 19-149 for the purchase of fountain lights for the South Park Lagoon. This item was funded with $4,963 of available funding from the 2018 Parks operations budget. RECOMMENDATION Staff recommends that Council adopt this resolution.
