PURPOSE: AUTHORIZE GRANT APPLICATION TO THE WISCONSIN
DEPARTMENT OF NATURAL RESOURCES (WDNR) FOR
URBAN NONPOINT SOURCE AND STORM WATER GRANT
PROGRAM
INITIATED BY: PUBLIC WORKS DEPARTMENT
WHEREAS, the Wisconsin Department of Natural Resources administers the
Urban Nonpoint Source and Storm Water Management Grant Program for planning and
implementing storm water management facilities to control the amount of pollutants that
discharge to waters of the State; and
WHEREAS,the City of Oshkosh has identified the need to update previous studies
to take advantage of technological advances and account for the Upper Fox and Wolf
River Basins Total Maximum Daily Load modeling requirements and comply with
current WDNR Guidance Documents; and
WHEREAS, these activities are eligible activities under the Grant Program.
NOW, THEREFORE, BE IT RESOLVED that the City of Oshkosh will budget
sufficient funds in the 2020 Operating Budget to complete the updated study.
BE IT FURTHER RESOLVED that the proper City officials are authorized and
directed to execute any and all documents required for purposes of the same, and are
further authorized and directed, if said grants are awarded to accept such funds,
pursuant to the terms of the grant application.

RE: Authorize Grant Application to the Wisconsin Department of Natural
Resources (WDNR) for Urban Nonpoint Source and Storm Water Grant
Program
BACKGROUND
The WDNR administers the Targeted Runoff Management and Urban Nonpoint Source and
Storm Water Grant programs. These programs offer financial assistance to local units of
government for planning and implementing storm water management facilities to control the
amount of pollutants that discharge to Waters of the State. The City of Oshkosh (City) has
previously received planning level and construction grants under this program.
ANALYSIS
The current planning grant application will allow Oshkosh to:
• Update the previous study to take advantage of advances in the technology.
• Update the previous study to account for the modeling requirements of the planned
Upper Fox and Wolf River Basins Total Maximum Daily Load (TMDL).
• Comply with additional WDNR Guidance Documents released since the previous study
was completed.
This study update will provide the framework for the City to evaluate how best to comply with
the requirements of the TMDL.
FISCAL IMPACT
The approval of this resolution allows staff to submit the grant application, which if awarded,
will reduce the City cost of the project. The project is anticipated to cost approximately
$150,000. The grant program reimburses municipalities fifty percent (50%) of their costs, up to a
maximum reimbursement of $85,000.
