HomeMy WebLinkAbout12. 19-166 MARCH 26, 2019 19-166 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE RESCISSION OF RESOLUTION 19-03 AWARDING SID TO MATHERSON TRI-GAS INC. FOR 2019 LIQUID OXYGEN FOR THE WATER FILTRATION PLANT ($80,543.05) INITATED BY: PURCHASING DEPARTMENT WHEREAS,the Common Council previously approved Resolution 19-03 to award the 2019 Liquid Oxygen bid for Water Filtration Plant to Matherson Tri-Gas Inc.; and WHEREAS, after the bid was awarded it was determined that Matherson's liquid oxygen chemical was unable to meet the bid specifications as required for hydrocarbon and water content; and WHEREAS, it is therefore necessary to rescind the prior resolution. NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of Oshkosh that Resolution 19-03 is hereby rescinded and shall have no further force and effect. TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: March 18, 2019 RE: Approve Rescission of Resolution 19-03 of Award Bid to Matherson Tri -Gas Inc. for 2019 Liquid Oxygen for the Water Filtration Plan ($80,543.05) BACKGROUND At their January 8, 2019 meeting the Common Council approved resolution 19-03 to award the 2019 Liquid Oxygen bid for the Water Filtration Plant to Matherson Tri -Gas Inc. ANALYSIS After the bid award it was determined that Mathersori s liquid oxygen chemical was unable to meet the bid specifications as required for hydrocarbon and water content. City staff contacted Xylem, the manufacturer of the Water Filtration Plant equipment that utilizes the liquid oxygen chemical and they confirmed the minimum specifications criteria for hydrocarbon and water content must be met to stay within operational requirements. As such, Mathersori s liquid oxygen bid cannot be accepted. FISCAL IMPACT There is no fiscal impact with the rescission. Staff will be soliciting a new bid for liquid oxygen in the coming weeks. In the interim the Water Filtration Plant is ordering liquid oxygen on an as needed basis until the next bid is awarded.
