HomeMy WebLinkAbout05. 19-159 MARCH 26, 2019 19-159 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE 2019 CIP BUDGET AMENDMENT & AWARD SID TO MACQUEEN EQUIPMENT/BRUCE EQUIPMENT FOR TANDEM AXLE TRUCK CHASSIS & JETTER/VAC FOR WASTEWATER UTILITY ($384,169.25) INITIATED BY: PURCHASING DIVISION WHEREAS, the City Manager prepared, submitted and recommended a Capital Improvement Program for the year 2019, wherein was listed all anticipated revenue and expenditures for said year, which program has been filed with the Common Council and the City Clerk, and is available for public inspection; and WHEREAS, the Wastewater Utility proposed in the 2019 CIP to replace their 2009 International Jetter Truck; and WHEREAS, the City of Oshkosh has advertised for bids for a tandem axle truck chassis and Jetter/Vac for Wastewater Utility and it is necessary to amend the CIP to allow for the purchase; and WHEREAS,upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: MACQUEEN EQUIPMENT/BRUCE EQUIPMENT N60W15835 Kohler Lane Menomonee Falls, WI 53051 Total Bid: $384,169.25 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2019 Capital Improvement Program, on file in the City Clerk's Office, is hereby amended with adjustments as listed in attached Exhibit "4". MARCH 26, 2019 19-159 RESOLUTION CONT'D BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 0322-1910-7210-66924 Enterprise Capital Fund - Motor Vehicles TO: Honorable Mayor and Members of the Common Council FROM: Trena Larson, Finance Director DATE: March 21, 2019 RE: Amend 2019 Capital Improvement Program (CIP) BACKGROUND During the evaluation of the 2019 Operations Budget and CIP Budget, the Public Works Wastewater Utility had proposed to replace their 2009 International fetter Truck. This request was funded for $380,000 in the 2019 CIP. ANALYSIS After acquisition of the new jetter truck, Wastewater Utility will then sell the 2009 unit to the Water Utility resulting in gain on sale, as the jetter truck is fully depreciated. The Water Utility will then retrofit the jetter truck with a hydro excavator to utilize this for additional purpose and function. FISCAL IMPACT In order to purchase a new jetter truck a budget amendment is necessary for $4,200, as the lowest bid for this new piece of equipment was $384,169.25. This will be funded from the sale of the asset to the Water Utility. Urben, General Services Manager DATE: March 18, 2019 RE: Award Bid to MacQueen Equipment/Bruce Equipment for Tandem Axle Truck Chassis and Jetter/Vac for Wastewater Utility ($384,169.25) BACKGROUND The 2019 CIP allocated $380,000.00 for the purchase of a new tandem axle truck chassis and Jetter/Vac unit for the Wastewater Utility. The new unit will replace a 2009 Vactor Jetter Vacuum combination unit on an International Chassis with 10,833 hours. The 2009 unit will be purchased by the Water Distribution Division to be retrofitted into a hydro excavator to assist in their operational needs. ANALYSIS Working with the Public Works Mechanics Manager, Purchasing prepared bid specifications for a replacement unit. The bid was posted on Onvia DemandStar. Bids were due February 6, 2019. The bid tab is attached. Based on the bid review it was consensus of staff that the low bid from MacQueen Equipment/Bruce Equipment met the minimum bid specifications. FISCAL IMPACT The total fiscal impact for this unit is $384,169.25. The 2019 CIP allocated $380,000.00 for this unit. The overage will be addressed by a budget amendment. This project will be charged to A/N# 03221910 7210 66924. RECOMMENDATION Purchasing recommends the Common Council award this bid to MacQueen Equipment/Bruce Equipment for $384,169.25.
