1. Call to Order
Mr. BellCorelli called the meeting to order at 4:00 p.m.
2. Approval of January 17,2019 Meeting Minutes
Mr. Stengel moved to approve January 17, 2019 meeting minutes and Mr. Brown
seconded the motion. Motion carried unanimously.
3. Re:Think Active Communities-Red Arrow Park Safe Routes To Parks audit report
Emily Dieringer from Winnebago County Health Department presented the audit report
on Red Arrow Park. Ms. Dieringer explained that a student group performed the
research and recommendations found in the report.
4. BikeOsh 2019-Planning
Ms. Naudziunas discussed the event with the committee to be held on May 11, 2019.
The committee agreed to help collect donations from potential sponsors. Ms.
Naudziunas requested that the committee get as much accomplished by the March
meeting as possible.
5. Westhaven Drive Petition-Update
Common Council received a petition from residents on October 91h, 2018 regarding the
bike lanes and parking removal on Westhaven Drive. The bikes lanes were
implemented in summer of 2017. Common Council requested that Traffic and Parking
Advisory Board, Bicycle and Pedestrian Committee, and the Sustainability Advisory
Board make recommendations on this topic. Traffic and Parking Advisory Board
recommended restoring parking to Westhaven between Noel Ct. and Springmill Drive
east side and narrowing the bike lanes to 4 feet. The road is 40 feet wide so this would
allow 2-4 foot bike lanes, 8 feet for parking on the east side and 2 12 foot travel lanes. If
the 5 foot bike lanes remained, parking could be added on the east side and have 11 foot
drive lanes. Ms. Naudziunas explained that the Sustainability Advisory Board met in
January and decided to not take action on the item until there were more details
provided to the committee. The Sustainability Advisory Board took action on this item
on February 41h2019. The item went to Common Council as a City Manager update.
The route will restore parking and maintain 5 foot bike lanes and 8 foot parking lane
and 11 foot drive lanes.
6. Bike and Pedestrian Master Plan Update
The committee reviewed the draft maps of the plan and provided comments and
feedback. Ms. Naudziunas explained that the last step in the update will be for the
committee review the final draft.
7. Route & Sidewalk Prioritization 2019-Discussion
Mr. Gohde was present to discuss the sidewalk program with the committee. The
committee agreed to prioritize the same list as last year for the projects that did not get
implemented. Ms. Naudziunas explained that staff is seeking ideas for route
implementation and this will be discussed further at the March meeting.
8. Agenda Items for the Future Meeting(s)
The committee expressed an interest in continuing to review chapters from the Bike and
Pedestrian Master Plan.
9. Adjournment
Ms. Redlin moved to adjourn the meeting and Mr. Stengel seconded the motion. Motion
carried unanimously at 6:04 p.m.
