PURPOSE: AUTHORIZE SUBMITTAL OF SITE ASSESSMENT GRANT
APPLICATION TO WISCONSIN ECONOMIC DEVELOPMENT
CORPORATION; ACCEPT FUNDS—43 E. 7TH AVENUE
WHEREAS, the property at 43 East 71h Avenue is located in the South Shore
Redevelopment Area and demolition and remediation of the site is necessary for future
redevelopment; and,
WHEREAS, Wisconsin Economic Development Corporation has funding available
for such purposes and the Redevelopment Authority is an eligible recipient for such funds;
and
WHEREAS, any matching funds required for the grant will be provided by the City
of Oshkosh Capital Improvement Program.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that Executive Director Allen Davis is hereby authorized and directed to
act on behalf of the Redevelopment Authority to complete an application for Site
Assessment Grant (SAG) funds from Wisconsin Economic Development Corporation
(WEDC) for the purpose of assessment, demolition and any authorized purpose under the
terms of the grant for the property located at 43 E. Th Avenue in the City of Oshkosh.
BE IT FURTHER RESOLVED, that if said grant funds are awarded, the proper
Authority officials are hereby authorized and directed to accept said funds, pursuant to
the terms of the grant application, and to execute any and all documents necessary for
purposes of same.

BACKGROUND
City staff is proposing to submit a Site Assessment Grant to WEDC to offset costs associated
with asbestos abatement and demolition of the property at 43 East Th Avenue within the South
Shore Redevelopment Area. The maximum grant amount that could be awarded is $150,000 or
up to 50% of eligible project costs associated with asbestos abatement and demolition.
ANALYSIS
WEDC informed the City that funds are still available in the 2018 fiscal year budget which ends
in June 2019. The property is currently being leased and that lease expires in July 2019. Based
on developer interests in what is being marketed as the Sawdust District, staff felt this is an
opportune time to apply for a SAG grant to offset costs dssociated with demolition in order to
prepare the site for a future redevelopment project.
FISCAL IMPACT
If a grant is awarded, the City will need to provide matching funds of up to 50% of eligible
project costs. Funds would be available in the City's TIF 20 South Shore Redevelopment Area
account.
RECOMMENDATION
The RDA approves applying for a Wisconsin Economic Development Corporation site
assessment grant (SAG) for the property at 43 East 7th Avenue and if awarded, accepts the grant
funds.
