HomeMy WebLinkAbout19-07 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN MARCH 20, 2019 19-07 RESOLUTION (APPROVED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; APPROVE ACQUSITION OF PROPERTY AT 857 WEST 9TH AVENUE ($21,000) WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHEREAS, the property at 857 West 9th Avenue exhibits conditions cited under Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be blighted; and WHEREAS, the Redevelopment Authority has conducted a public hearing to obtain comments and determine if said property is blighted; and WHEREAS, the owner has offered the property at 857 West 91h Avenue to the Redevelopment Authority in the amount of$21,000, plus closing costs. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that: 1. Findings and Determinations. It has been found and determined and is hereby declared that: (a) conditions of blight exist at the Property; and (b) a comprehensive plan of redevelopment is not necessary with respect to the private redevelopment of the Property or the relation of the redevelopment of the Property to other property redeveloped by the Authority. 2. Spot Blight Designation. The Authority hereby finds that the Property is blighted in need of rehabilitation and blight elimination under the meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes. MARCH 20, 2019 19-07 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper officials are hereby authorized and directed to purchase 857 West 9kh Avenue in the amount of $21,000.00 plus closing costs and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Community Development Block Grant Funds. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: March 14, 2019 SUBJECT: 1907 Approve Spot Blight Designation;Approve Acquisition of Property at 857 West 9th Avenue ($21,000) BACKGROUND The US Department of Housing and Urban Development (HUD) foreclosed on the property in April 2016. The current owner purchased the home in September 2016 with the intent to remodel the house as an owner occupied single family home. As the remodeling project progressed, structural issues were identified that made the house uninhabitable. The owner decided to sell the property to try and recoup his costs with the caveat that the house must be demolished. City staff and the owner agreed on a sale price of$21,000. ANALYSIS The property is located on the south side of West 91h Avenue near the 91h and Knapp intersection. The Sacred Heart Neighborhood Association is across the street on the north side of West 9th Avenue. 9th Avenue is also considered a gateway to the community. One of the goals of the approved 91h Avenue Corridor Plan is to improve the appearance of properties along the gateway. Demolition would cost about$10,000 to $20,000. The lot is normal sized for this immediate area at 50' x 150', which would allow for the construction of a new affordable single family home. This block area is ranked average on the Quality of Life Map. Demolition of the existing house and construction of a new affordable single family home would improve the neighborhood and the 9th Avenue corridor. FISCAL IMPACT CDBG funds will be used for the acquisition and demolition tipping fees. There are adequate funds available for this type of blight removal project.
