HomeMy WebLinkAbout19-06 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN MARCH 20, 2019 19-06 RESOLUTION (APPROVED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; APPROVE ACQUSITION OF PROPERTY AT 672 JEFFERSON STREET ($47,000) WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHEREAS, the property at 672 Jefferson Street exhibits conditions cited under Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be blighted; and WHEREAS, the Redevelopment Authority has conducted a public hearing to obtain comments and determine if said property is blighted; and WHEREAS, the owner has offered the property at 672 Jefferson Street to the Redevelopment Authority in the amount of$47,000, plus closing costs. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that: 1. Findings and Determinations. It has been found and determined and is hereby declared that: (a) conditions of blight exist at the Property; and (b) a comprehensive plan of redevelopment is not necessary with respect to the private redevelopment of the Property or the relation of the redevelopment of the Property to other property redeveloped by the Authority. 2. Spot Blight Designation. The Authority hereby finds that the Property is blighted in need of rehabilitation and blight elimination under the meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes. MARCH 20, 2019 19-06 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper officials are hereby authorized and directed to purchase 672 Jefferson Street in the amount of $47,000.00 plus closing costs and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Community Development Block Grant Funds. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: March 14, 2019 SUBJECT: 1906 Approve Spot Blight Designation;Approve Acquisition of Property at 672 Jefferson Street ($47,000) BACKGROUND Staff noticed a 'For Sale by Owner' sign in the window of this vacant residential property and contacted the owner. The property is in the Near East Redevelopment Area. The house is assessed for $88,800. The owner agreed to a sale price of$47,000. ANALYSIS Staff has inspected the property, and based on the condition, it would cost between $150,000 -$200,000 to renovate the house for resale. Demolition would cost about $10,000 to $20,000. At this time, staff does not believe this neighborhood block could support the renovation and resale of a home in the $200,000 price range. The lot is normal sized for this immediate area at 66' x 120', which would allow for the construction of a new affordable single family home. The RDA owns several parcels across the street on the west side of Jefferson Street. RDA members have indicated in the past that the properties on the east side of the 600 Block of Jefferson Street need to be addressed at some point to provide a better opportunity for a redevelopment project coming forward on the west side. The house is located in one of the lowest scoring blocks on the Quality of Life Map. The property and block score below average for condition, police calls and foreclosures. The house condition could be a contributing factor to the low score for the block. Removing the house will increase the block and neighborhood score. FISCAL IMPACT CDBG funds will be used for the acquisition and demolition tipping fees. There are adequate funds available for this type of blight removal project. RECOMMENDATION The RDA approves the spot blight designation and approves the acquisition of property at 672 Jefferson Street for $47,000.
