HomeMy WebLinkAboutItem III PLAN COMMISSION STAFF REPORT MARCH 19,2019 ITEM III: INDUSTRIAL DESIGN STANDARDS VARIANCE TO ALLOW FRONT FACADES COMPOSED OF LESS THAN 15 PERCENT CLASS I MATERIALS AT 3740 FISK AVENUE GENERAL INFORMATION Applicant/Owner: Ryan Meyers—Oshkosh Corporation Action(s) Requested: The applicant is requesting approval of a variance from the City's Industrial Design Standards to allow front facades composed of less than 15 percent Class I materials at 3740 Fisk Avenue. Applicable Ordinance Provision the Variance is being requested: Code Reference Regulation Section 30-240(B)(2)(a) All additions shall match or be substantially similar to the design and materials of the existing building. Section 30-244(B) Industrial buildings shall be clad in Class I,II, or III materials. Section 30-244(B)(1) For all facades facing a public street, a minimum of 15 percent of the fagade shall be composed of Class I building materials. Property Location and Background: The subject property is an industrial lot located at 3740 Fisk Avenue and is approximately 604,308 square feet(13.873 acres)in area. The property contains a vehicle training center originally built in 1988 and expanded in 2018. The property is owned by Oshkosh Corporation. The property to the south is an agricultural property according to the City Assessor site. The properties to the north and west are commercial and agricultural respectively. South Washburn Street and Interstate 41 lie to the east of the subject property. The subject property and immediate surrounding properties are zoned Suburban Mixed Use-Planned Development Overlay (SMU-PD). In 2018, the petitioners constructed a new addition to the existing office/customer training facility. The new addition included new classrooms and shop bays. The petitioners used metal wall panels to clad the new building. The metal wall panels were selected to ensure a consistent appearance between the new addition and the existing building. Plan Commission approved a design standards variance request at the July 17, 2018 Plan Commission meeting to allow the use of the metal cladding. The variance request for the metal cladding of the addition was approved with the condition that, "any additional work involving the exterior of the property shall be filed as a separate request(s) for review by the Department of Community Development and the Plan Commission." ITEM I77--3740 Fisk Avenue-Design Standards Variance 1 Page 1 The petitioners approached staff in 2019 regarding the original building on the site. This building is clad in metal paneling. The building's age, the amount of activity around the building and road salt during winter months have contributed to the degradation and rusting of the metal cladding at the base of the original building. The applicant would like to clad the base of the building in precast paneling. Staff discussed the proposal with the applicant,reviewed the Industrial Design Standards and the previous design standards variance request for the property. After reviewing the proposed work, ordinance language and previous variance conditions,staff determined that Plan Commission review was necessary. Subject Site Existing Land Use Zonin Manufacturing SMU-PD Adjacent Land Use and Zoning Existing Uses Zoning North Commercial SMU-PD South Agricultural SMU-PD East South Washburn Street and Interstate 41 N/A West Agricultural SMU-PD Comprehensive Plan Land Use Recommendation Land Use Interstate 2040 Land Use Recommendation Commercial VARIANCE CRITERIA The City's Zoning Ordinance establishes design standards for new construction and additions with the overall purpose/intent to: "Regulate the design and materials used for the exterior of buildings and structures within the City so as to maintain and enhance the attractiveness and values of property in the community." The Ordinance stipulates that for changes to buildings constructed prior to the effective date of the current zoning ordinance, "alterations that do not impact the floor area of the building shall comply with the standards of this Section, or shall match or be substantially similar to the existing building design and materials." The Plan Commission is authorized to grant variances from the strict application of the standards when it is determined that one or more of the following apply: 1. The variance will not be contrary to the public interest. 2. Substantial justice will be done by granting the variance. 3. The variance is needed so that the spirit of the ordinance is observed. ITEM 111--3740 Fisk Avenue-Design Standards Variance 2 Page 2 4. Due to special conditions,a literal enforcement of the provisions of the Zoning Ordinance will result in unnecessary hardship. 5. The variance will not allow an alteration of a historic structure, including its use,which would preclude its continued designation as a historic structure. ANALYSIS The existing site is owned by Oshkosh Corporation and contains an existing office/customer training facility with classrooms and shop bays to serve customers. The original 1988 building and 2018 addition are clad in metal paneling and have a similar appearance to one another. In 2019, the applicants started to focus on repairing the base of the original building. The metal paneling at the base has started to deteriorate and rust due to age and salt during the winter months. The applicant is proposing to remove metal paneling at the base of the original building and replace it with precast panels. The panels would run along the Fisk Avenue (south) fagade and along the South Washburn Street(east) fagade. The intent is to enhance the attractiveness of the building and improve the resistance to penetrating rust. Staff evaluated the completed work previously described and the impact on the design of building in regard to the purpose and intent of the industrial design standards. The standards relate to preserving the building's architectural integrity and the potential impact on adjacent properties and "curb appeal" of the block. In working with the applicant, staff considered: • Potential impact of requiring the street fagade of the original building to be at least 15% Class I materials • Location of the site and character of the surrounding properties • Location of the proposed work on street facades Staff evaluated the petitioner's application and site plan, discussed the proposal and variance internally. Staff is of the opinion that the original structure and new addition are functionally designed but not particularly attractive architecturally. The pertinent design standards mentioned above seek to ensure quality design for alterations to existing structures. Section 30- 244(B)(1) requires that all facades facing a public street contain a minimum of 15 percent Class I materials. The petitioners' scheme does not show a minimum of 15 percent Class 1 materials for the Fisk or Washburn facades. Instead, the petitioners seek to maintain most of the metal cladding but replace the bottom 3 feet with precast panels. The current building on the property is non-conforming because it makes use of Class IV materials without meeting the minimum area of 15 percent Class I materials required by ordinance. Additionally,the metal panels are not enhanced on all elevations with Class I or II materials or decorative elements such as fascia,overhangs, trim,lintels, sills,headers,belt courses,reveals,pilasters, windows, chimneys,etc. The proposed precast panels are considered a Class III material by ordinance. The applicant is not increasing any non-conformity with the design standards,but the facades after the proposed work would remain non-conforming. The previous design standards variance granted for the property was based on the condition that ITEM III-3740 Fisk Avenue-Design Standards Variance 3 Page 3 any additional exterior work be reviewed by the Plan Commission. Therefore,Plan Commission review and a design standards variance are required for the work the applicant has proposed. Staff recognizes the nature of the existing building and location of the site among other properties owned by Oshkosh Corporation. The proposed precast panels would help break up the front facades of original building and reduce the potential for rusting of the metal cladding. The 3' tall precast panels would maintain a consistent height and run along the entire length of the south and east facades of the original building. No drawings were submitted showing Class I materials such as brick,stone,etc. It is likely that if the applicant was to employ brick or stone where the precast panels are proposed, this would not be an improvement visually over the proposed precast. The precast can complement the metal paneling that will still clad most of the building. Staff believes that the proposed fagade alterations will enhance the appearance and durability of the street-facing facades. RECOMMENDATION Staff recommends approval of a variance from the City's Industrial Design Standards to allow front facades composed with less than 15 percent Class I materials at 3740 Fisk Avenue with the following conditions and finding: Condition: 1. Fagade work shall be completed in accordance with the submitted drawings. 2. Any additional work involving the exterior of the property shall be filed as a separate request(s) for review by the Department of Community Development and the Plan Commission. Finding: 1. The variance will not be contrary to the public interest. The purpose of this application is to request a variance to the current design standards required by the current zoning ordinance. We are proposing to use metal panels and precast concrete panels that replicate the look of split limestone on the existing street facade. We are of the opinion that this facade alteration would greatly improve the aesthetics of the existing building. In addition to improving the street appeal another goal is to improve the buildings resistance to penetrating rust, caused by road salt used during theminter months. The use/operation of this facility, and hours of operation will not change from what they are currently. There will be no increase in traffic and should be no additional noise as a result of the new street facade.
