Rohloff, City Manager DATE: March 6, 2019 RE: Professional Services Agreement with SmithGroup for the Lakeshore Park Master Plan ($49,250) BACKGROUND As you are aware, in 2018 the Common Council provided staff with the direction that the former Lakeshore Municipal Golf Course (now Lakeshore Park) should be developed into a Community Park. The 2019 Parks Department CIP included $50,000.00 for the city to hire a consultant to assist in the development of a park master plan for the site. Purchasing and Parks Department staff solicited an RFP to obtain professional park planning design services from a qualified firm to perform a detailed comprehensive master plan that would incorporate a strong vision for the property in context with the location, amenities, natural resources and future uses. The RFP requested a plan that would evaluate current conditions, facilities and open space and propose future programming and development with extensive community input. The RFP envisioned various community input opportunities and strategies to complete the plan, including meetings with various city boards (Advisory Park Board, Sustainability Advisory Board, Pedestrian and Bicycling Advisory Committee), city staff, public input sessions, a POLCO citizen survey and presentations of the final preferred concept plan to the Plan Commission and the Common Council. ANALYSIS The RFP was issued on January 8, 2019 and was due on February 7, 2019. A total of nine firms submitted proposals. Staff from Parks, Community Development, and Planning reviewed and evaluated the proposals. The evaluation team reviewed all proposals against the stated criteria within the RFP. Based on this review, it was the consensus of the evaluation team that the proposal from SmithGroup best addressed all the RFP criteria, excelling among all proposers in terms of their extensive public outreach approach, their impressive track record of prior projects/client that were similar to the scope and size of this project, their excellent relevant staff expertise necessary for this plan and their well-defined deliverables. In consideration of the review findings, and in factoring in their cost proposal of $49,250.00, the evaluation team felt SmithGroup provided the best solution and value to the address the scope of work requested in the RFP. Follow up on SmithGroup's references indicated a very high level of satisfaction, professionalism and completeness with prior projects being completed on time and on budget. The total fiscal impact of SmithGroup's cost proposal is $49,250.00. This project will be charged to A/N#: 0325-0610-6401-62906. RECOMMENDATION Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including architectural services, may be procured without the use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this RFP. Please contact me if you have any questions concerning this agreement.
