HomeMy WebLinkAbout21. 19-150 MARCH 12, 2019 19-150 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AGREEMENT WITH ENGBERG ANDERSON ARCHITECTS FOR SCHEMATIC AND DESIGN DEVELOPMENT FOR MODIFICATIONS TO THE STEIGER WING ($180,800.00) INITIATED BY: OSHKOSH PUBLIC MUSEUM WHEREAS, the Oshkosh Public Museum Board and Museum staff approved a conceptual plan developed by Engberg Anderson Architects for modifications to the Steiger Wing of the Musuem; and WHEREAS, the schematic and design development phase will provide the Museum with required engineering, final design of all elements, presentation grad drawings, and estimate for the construction of each component of the proposed modifications to the Steiger Wing. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with Engberg Anderson Architects for schematic and design development for modifications to the Steiger Wing in the amount of One Hundred Eighty Thousand Eight Hundred Dollars ($180,800.00). No. 0323-1070-7214-63909 Property Improvement Fund - Buildings 46v Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Brad Larson, Museum Director DATE: March 6, 2019 RE: Agreement with Engberg Anderson Architects for Schematic and Design Development for Modifications to the Steiger Wing BACKGROUND Assessments of the Museum over the years have consistently pointed out the necessity of modifications to rectify the limitations of the 1982 Steiger Wing. In 2017, a conceptual plan that corrected these shortcomings was developed by Engberg Anderson Architects (Milwaukee) and Museum staff and approved by the Museum Board. The next step in the process of improving the Steiger Wing is the schematic and design development phase. The Steiger Wing limitations are as follows: 1) a small foyer, with a combined store and admission desk that quickly becomes over crowded with even small groups; 2) undersized restrooms are in the lower level; 3) a grade change at the entrance that makes accessibility difficult for anyone disabled, especially during busy times; 4) in behind -the -scenes areas, there is no loading area. The rear double doors lead to a single door after a right angle turn, and then to a small elevator. This configuration makes it impossible to _bring in exhibition crates and exhibition related materials, which in turn impacts the type of exhibitions the Museum is able to present and the revenue that can be generated; 5) the Archives, the Museum's most -used and fastest growing resource, is located directly beneath the entrance. It currently only has space for a single researcher at a time, and almost no available storage space for current and future growth. ANALYSIS The long-term viability of the Museum necessitates building changes. The schematic and design development phase will provide the Museum with required engineering, final design of all elements, presentation grade drawings, and estimates for the construction of each component. The Museum has a strong relationship with Engberg Anderson Architects, a firm specializing in the design of cultural buildings. The firm understands the function and construction of the Museum buildings and will ensure the modifications seamlessly integrate with the existing building and reflect the architecture of the Sawyer home. A modified entrance will serve as a visitor gathering area and point of community pride that epitomizes the history and heritage of this place. It will bring the Museum into ADA compliance and provide visitor amenities at the entrance. Changes to behind -the -scenes areas will enlarge the Archives and meet functional realities of a modern museum. If at all possible, building modifications should be completed prior to the Museum's 100th anniversary in 2024. FISCAL IMPACT The Common Council approved $225,000 in the 2019 Capital Improvement budget for the schematic and design development phase. The proposal from Engberg Anderson Architects is $180,800, based on an estimated construction budget of $7.75 million. The schematic and design development phase will accurately determine the cost of the building modifications. RECOMMENDATION To move forward and address the limitations of the Steiger Wing, I recommend that the City engage Engberg Anderson Architects to begin the schematic and design development phase by approving the Professional Services Agreement for $180,800.
