PURPOSE: GRANT STORM SEWER EASEMENTS AT 1600 OSHKOSH
AVENUE TO OSHKOSH CORPORATION
INITIATED BY: CITY OF OSHKOSH
PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized and directed to grant Oshkosh Corporation, storm
sewer easements for conveyance of storm water from Oshkosh Corporation's property
through city-owned land, per the attached, and the proper City officials are hereby
authorized and directed to execute any and all documents necessary for purposes of
same.

BACKGROUND
The subject site is the former Lakeshore Municipal Golf Course property. Oshkosh Corporation
purchased approximately 35 acres centrally located on the golf course property for development
of their Global Headquarters which is currently under construction. Oshkosh Corporation's
property is completely surrounded by the former golf course except for an 80 -foot wide
connection to N. Koeller Street. This isolation necessitates the three proposed easements to
allow for conveyance of storm water from Oshkosh Corporation's property through city -owned
land.
ANALYSIS
This is a request for the granting of three storm sewer easements located on the former golf
course property, all of which are adjacent to Oshkosh Corporation's property. Easement A is
located at the northwest corner of Oshkosh Corporation's property. The proposed easement is
30 feet wide by approximately 100 feet long, connecting Oshkosh Corporation to Lake Butte des
Morts. This will allow for the discharge of storm water to an outfall entering the lake. Easement
B is located along Oshkosh Corporation's westerly property line. The proposed 25 -foot by 45 -
foot easement will allow Oshkosh Corporation's storm sewer outfall to connect to the city's
water quality storm water basin. Easement C is located near the southeasterly corner of Oshkosh
Corporation's property. The proposed 20 -foot wide, trapezoidal -shaped easement will allow
Oshkosh Corporation to connect to the city's system -park ponds equalization pipe system.
FISCAL IMPACT
There should be no fiscal impact as Oshkosh Corporation will be required to maintain their
infrastructure lines and should any maintenance or repair work be needed to the lines will be
required to restore the easement area back to its previous condition.

RECOMMENDATION
The Plan Commission recommended approval of granting storm sewer easements at its
November 6, 2018 meeting.

GENERAL INFORMATION:
Applicant/Owner: City of Oshkosh
Actions Requested:
The City of Oshkosh is requesting the granting of three storm sewer easements for Oshkosh
Corporation's Global Headquarters development.
Applicable Ordinance Provisions: N/A
Property Location and Background Information:
The subject site is the former Lakeshore Municipal Golf Course property. Oshkosh Corporation

RECOMMENDATION/CONDITIONS
Staff recommends approval of the granting of the three proposed storm sewer easements at 1600
Oshkosh Avenue as requested.
The Plan Commission approved of the granting of the proposed storm sewer easements as requested.
The following is the Plan Commission's discussion on this item.
Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use and
zoning classifications in this area. This is a request for the granting of three storm sewer easements
located on the former golf course property, all of which are adjacent to Oshkosh Corporation's
property. The purpose of the easements are to allow for the discharge of storm water to an outfall
entering the lake, allow Oshkosh Corporation's storm sewer outfall to connect to the city's water
quality storm water basin and allow Oshkosh Corporation to connect to the city's system -park ponds
equalization pipe system. The City Attorney's Office is finalizing the easement documents which will
be recorded at the Winnebago County Register of Deeds once signed and approved by the Common
Council.
There was no discussion on this item.
Motion by Borsuk to approve granting storm sewer easements at 1600 Oshkosh Avenue (former
Lakeshore Municipal Golf Course) for Oshkosh Corporation,
Seconded by Mott. Motion carried 6-0.
