HomeMy WebLinkAbout13. 19-142 MARCH 12, 2019 19-142 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE DISTRIBUTION OF FISK-GALLUP TRUST FUNDS BY SENIOR SERVICES DIVISION FOR MEDICAL SERVICES TO INCOME QUALIFIED CITIZENS INITIATED BY: DEPARTMENT OF FINANCE BE IT RESOLVED by the Common Council of the City of Oshkosh that the entire yearly net income for 2018 from the Trust known as the 'Tisk-Gallup Memorial Hospital and Nursing Fund" be expended by the City of Oshkosh for the treatment, healing, care and aid of the sick during the calendar year for which said income is received; That this income be dispersed through the City of Oshkosh Senior Services Division to be used to provide non-emergency health services to persons and/or families not receiving medical assistance and whose income falls within established federal guidelines. That payment for said expense be made monthly for the preceding month upon vouchers to be audited and approved by the Senior Services Director and allowed by the Common Council; That the Director of Finance is hereby authorized and directed to collect forthwith from the US Bank of Oshkosh Trust Department, successor Trustee of the Firstar Trust Company in Oshkosh, Wisconsin, the entire net income of $16,717, from said Trust for 2018 and to give the proper receipt therefor. Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Trena Larson, Finance Director DATE: February 26, 2019 RE: Fisk Gallup Trust Fund Disbursement BACKGROUND Council is being asked to approve a resolution to support the annual disbursement of funds from the Almeda Fisk Gallup Trust Fund to the City to be utilized by the Senior Center Division to provide non- emergency health services to individuals and/or families not receiving medical assistance whose income falls within established federal guidelines. The Almeda Fisk Gallup Trust Fund was created with $75,000 willed to the City in 1928 to be used for the purpose of furnishing non -emergency medical services to the citizens of Oshkosh. Annually the City requests disbursement of the previous year's income to the City. This disbursement varies from year to year based on how well the investments have done the previous year. If at the end of the year there is money remaining in the account that surplus income is required to be returned to the account to be added back to the principal of said trust. ANALYSIS This is an annual request for disbursement that allows the Senior Center to provide assistance to citizens that meet established income guidelines to receive health services. These services include, but are not limited to, such things as health assessments or screenings, limited diagnostic services, dental services, prescription and/or non-prescription medications, and corrective eyeglasses. FISCAL IMPACT The activities that are proposed to be undertaken will enable the Senior Center Division to offer citizens health services that would not normally be available through the regular budgetary process. Staff will be proposing a budget amendment to authorize an encumbrance of $16,717.00 for expenditures in Trust Fund (0707). RECOMMENDATION Staff recommends that Council authorize this resolution to disburse the funds as outlined.
