Parking on East Side of Westhaven Drive; . iG fl Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: February 21, 2019 RE: Parking on East Side of Westhaven Drive BACKGROUND The Oshkosh Pedestrian and Bicycle Circulation Plan was adopted by the Plan Commission and Common Council in 2011. The plan recommended 5 foot bicycle lanes be installed on each side of Westhaven Drive between 9th Avenue and Patriot Lane. Westhaven Drive is a north/south connection between residential areas near 911, Avenue and commercial/service areas near Highway 21. The installation of bike lanes on Westhaven Drive was approved by the Common Council in May of 2017 and were painted in June of 2017. Recently, a group of citizens living on Westhaven Drive filed a petition to remove the bike lanes on Westhaven between Witzel Avenue and Highway 21. After further discussion and meetings, the request was modified to adding parking on the east side of Westhaven Drive between Noel Court and Springmill Drive. ANALYSIS This issue was reviewed by the Traffic and Parking Advisory Board (TPAB), Bicycle and Pedestrian Advisory Board (BPAB) and the Sustainability Advisory Board (SAB). Three options were reviewed (see attachments). All three Boards supported bike lanes remaining on Westhaven Drive. TPAB and SAB supported adding parking in this stretch. BPAB supported leaving the road as is, not wanting to reverse an action already implemented; however, their main concern was that the existing bike lanes remain. TPAB voted for a 12 foot travel lane in each direction, 8 feet of parking on the east side of the street between Noel Court and Springmill Drive and reducing the bike lanes to 4 feet on each side which is acceptable but substandard based on current standards. SAB voted for an 11 foot travel lane in each direction, 8 feet of parking on the east side between Noel Court and Springmill Drive and 5 foot bike lanes (current standard) on each side of the street. This is the same layout as Irving Avenue, and a narrower travel lane has the potential to calm traffic. FISCAL IMPACT The fiscal impact of these ordinances is the cost to scarify, restripe and sign the road. These costs would come out of the Sign Department operational budget. Section 27A-11 of the Municipal Code pertains to parking regulations on designated streets and alleys and Section 27A-10.1 designates bike lanes. Based on board input, staff will implement alternative 1 which would reaffirm 5 foot bike lanes on each side of the road from 9th Avenue to Patriot Lane, narrow the drive lanes to 11 feet in each direction and add 8 feet of parking on the east side of Westhaven Drive between Noel Court and Springmill Drive. Since the bike lanes are not being removed, an ordinance change is not needed. We would just restripe and sign the road to accommodate this layout.
