HomeMy WebLinkAbout19. 19-109 FEBRUARY 26, 2019 19-109 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT DEDICATION OF STREET RIGHT OF WAY FOR COUNTY HIGHWAY Y (WEST SUNNVIEW ROAD) INITIATED BY: CITY OF OSHKOSH PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts additional right-of-way for eventual expansion of County Highway Y west of Jackson Street, per the attached TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: February 20, 2019 RE: Accept Dedication Of Street Right Of Way For County Highway Y (Plan Commission Recommends Approval) BACKGROUND/ANALYSIS On December 14, 2018 Fox Valley Land Surveying completed a Certified Survey Map (CSM) for the City of Oshkosh to dedicate an additional 7 feet of right-of-way for eventual expansion of County Highway Y west of Jackson Street. Right-of-way would be dedicated from the County parcels just to the south of County Highway Y. This expansion would allow County Highway Y west of Jackson Street to have a four -lane, 80 -foot width consistent with that of County Highway Y east of Jackson Street. The proposed 80 -foot wide right-of-way will accommodate a four -lane street and provide area for public sidewalks and ample terrace area for terrace trees and snow storage. The dedication was included on a Certified Survey Map recorded earlier this year at the Winnebago County Register of Deeds. FISCAL IMPACT No fiscal impact as the lands involved in the dedication are already tax exempt and there are no immediate plans to improve the roadway. RECOMMENDATION The Plan Commission recommended approval of the right-of-way dedication at its February 19, 2019 meeting. RECOMMENDATION/CONDITIONS Staff recommends acceptance of the right-of-way dedication for County Highway Y (W. Sunnyview Rd.) as proposed. The Plan Commission approved of the right-of-way dedication as requested. The following is the Plan Commissions discussion on this item. Mr. Wiley presented and reviewed the site and surrounding area. There was no discussion on the item. Motion by Ford to approve the street right-of-way dedication for Count/ Highway Y (W. Sunnyview Road). Seconded by Kiefer. Mr. Ford commented this is a great idea especially for connectivity reasons. Mr. Fojtik agreed. Motion carried 7-0. Mr. Bowen arrived at 4:04 pm.
