HomeMy WebLinkAbout17. 19-107 FEBRUARY 26, 2019 19-107 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO MACQUEEN/BRUCE EQUIPMENT FOR STREET SWEEPER FOR STORM WATER DIVISION ($274,749.00) INITIATED BY: PURCHASING WHEREAS,the City of Oshkosh has heretofore advertised for bids for Street Sweeper for Storm Water Division; and WHEREAS, upon the opening and tabulation of bids, the following is the only bid that met specifications: MACQUEEN/BRUCE EQUIPMENT N60W15835 Kohler Lane Menomonee Falls, WI 53051 Total Bid with Trade: $274,749.00 WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid and recommends its acceptance. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: February 14, 2019 RE: Award Bid to MacQueen/Bruce Equipment for Street Sweeper for Storm Water Division ($274,749.00) BACKGROUND The Storm Water Division currently operates five street sweepers, four of which are pure vacuum sweepers (Elgin Whirlwind units) and one which is a mechanical sweeper (Elgin Pelican). The 2019 CIP allocated $285,000.00 to replace one of the Elgin Whirlwinds (unit 150/151) that has various maintenance issues and has outlived is useful service life. ANALYSIS The City has utilized different street sweeper models over the years, including Elgin Pelicans, Elgin Whilrwinds, Tymco DST -6's and a Schwarz A7000. The Tymco and Schwarz models provided limited utilization due to their operational ineffectiveness. In 2007 the City began using the Elgin Whirlwind pure vacuum sweepers. This model has been found to best meet the operational needs of the division for street sweeping, leaf collection and cleaning catch basins and inlets. Specifically, the Whirlwind broom and vacuum head design, maneuverability and wandering hose layout has proved superior to other models. Additionally, the Whirlwind has also tracked the lowest average cost of operation per mile over service life. This being said, the Mechanics Division staff continually demonstrates street sweepers from other manufacturers to evaluate their effectiveness. Staff recently demoed Johnston, Schwarze, Ravo, Global and Scarab models. To date, none of these other street sweepers have met the street performance of the Elgin Whirlwind. Working with the Public Works Mechanics Manager, Purchasing prepared bid specifications for a replacement unit based on the Whirlwind performance specifications. The bid was posted on Onvia DemandStar. Bids were due February 6, 2019. Three bids were initially received for a Johnston, Schwarze and Elgin Whirlwind. After a thorough evaluation of the bids it was the consensus of staff that only the Elgin Whirlwind model met the minimum bid specifications. The bid tab is attached. Staff met with the Johnson and Schwarze bidders and shared the reasons why their models did not meet the bid specifications and encouraged them to continue to demo their models for future evaluation and consideration.
