HomeMy WebLinkAbout14. 19-104 FEBRUARY 26, 2019 19-104 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO ENGEBOS HEATING& COOLING FOR BUS WASH & SIGN SHOP HVAC IMPROVEMENTS FOR TRANSPORTATION DEPARTMENT ($232,995.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Bus Wash and Sign Shop HVAC Improvements for Transportation Department; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: ENGEBOS HEATING & COOLING 1717 W Matthew Drive De Pere, WI 54115 Total Bid: $232,995.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 0323-0130-7214-06835 Property/Equipment Fund - Buildings TO: Honorable Mayor and Members of the Common Council FROM: Jon G. Urben, General Services Manager DATE: February 13, 2019 RE: Award Bid to Engebos Heating & Cooling for Bus Wash and Sign Shop HVAC Improvements for Transportation Department ($232,995.00) BACKGROUND The Facilities Maintenance Division works closely with our HVAC engineer from McMahon & Associates to regularly monitor, update and prioritize the annual HVAC Replacement Schedule for our building's HVAC equipment. The 2019 CIP Roofing/HVAC CIP has been allocated $500,000.00. The existing HVAC systems within the Bus Wash garage and Sign Shop areas including the make up air unit, horizontal furnace, air compressors and exhaust fans are more than 30+ years old and beyond their useful ASHRAE service life and require replacement. Part of this project will also include replacing the original HVAC pneumatic controls systems with a new direct digital control (DDC) system with new control valves to improve the monitoring and service usage of the system. These HVAC improvements will be more energy efficient and be less costly to maintain and operate. ANALYSIS Working with McMahon, Transportation Department and Facilities Maintenance staff, Purchasing prepared bid specifications for this project. The bid was advertised in the local newspaper. Bids were due February 5, 2019. The bid tab is attached. Based on the bid review, it was the consensus of McMahon and City staff that the low bid received met all the minimum bid requirements. FISCAL IMPACT The fiscal impact of this bid is $232,995.00. This bid, added to McMahon s engineering fee of $12,000.00 brings the total fiscal impact of this project to $244,995.00. The 2019 Roofing/HVAC Fund has been allocated $500,000.00. With the inclusion of this project and factoring in current/pending projects, the HVAC/Roofing CIP Fund has sufficient funds for this project. This project will be charged to A/N#: 03230130 7214 06835. RECOMMENDATION Purchasing recommends the Common Council award this bid to Engebos Heating & Cooling, Inc. for $232,995.00 City Hall, 215 Church Avenue P.O.
