HomeMy WebLinkAbout07. 19-97 FEBRUARY 26, 2019 19-97 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AMEND CIP&APPROVE PROFESSIONAL SERVICES PROPOSAL TO LEE RECREATION, LLC FOR PLAYGROUND DESIGN AND INSTALLATION FOR STOEGBAUER PARK ($121,000.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Common Council allocated $137,000.00 in the 2019 Park Improvements Capital Improvement Program to replace the play equipment at Stoegbauer Park, and WHEREAS, the Parks Department has been working with the Sacred Heart Neighborhood Association to solicit input on the project and the Association has reviewed the proposals and selected the proposal from Lee Recreation, LLC; and WHEREAS, the Parks Department and Purchasing Division have determined that the professional services exception under Section 12-16 of our Municipal Code which allows for the waiving of formal competitive bidding applies to this purchase; and WHEREAS, the Sacred Heart Neighborhood Association raised an additional $6,000.00 for the project; and WHEREAS, the City Manager has prepared, submitted and recommended a Capital Improvement Program for the year 2019, wherein is listed all anticipated revenue and expenditures for said year, which program has been filed with the Common Council and the City Clerk, and is available for public inspection; and WHEREAS, a budget amendment is necessary to allocate the additional $6,000 raised by the Neighborhood Association to the approved $137,000 CIP funds for a total project budget of$143,000. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2019 Capital Improvement Program, on file in the City Clerk's Office, is hereby amended with adjustments as listed in attached Exhibit "2". FEBRUARY 26, 2019 19-97 RESOLUTION CONT'D BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with Lee Recreation, LLC for Playground Design and Installation for Stoegbauer Park in the amount of one hundred twenty-one thousand dollars and no cents ($121,000.00). No. 0325-0610-7204-62903 Parks Improvement Fund - Machinery & Equipment TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: February 21, 2019 RE: Approve Professional Services Proposal to Lee Recreation, LLC for Playground Design and Installation for Stoegbauer Park ($121,000.00) BACKGROUND The Common Council allocated $137,000.00 in the 2019 Park Improvements Capital Improvement Program to replace the play equipment at Stoegbauer Park which was installed in 1999. The Parks Department worked with the Sacred Heart Neighborhood Association to identify types of playground equipment they would like included within the design at Stoegbauer Park. The Association also raised an additional $6,000.00 for the project. The Parks Department and Purchasing included these specifications into a Request for Proposal (RFP) and solicited proposals from playground design firms. The proposals requested firms to provide up to 3 playground designs, with proposals to include the equipment, installation, and poured in place rubber surfacing. ANALYSIS The RFP was issued for this project on December 21, 2018 and sent to known playground design firms. Proposals were due February 4, 2019. Proposals were received from 4 firms. Proposals were reviewed by the Sacred Heart Neighborhood Association at a meeting on February 18, 2019. The Association members overwhelmingly selected proposal 142-114850-3 from Lee Recreation, LLC for their product and design. FISCAL IMPACT The total fiscal impact of Lee Recreation, LLC's proposal is $121,000.00. The proposal includes the equipment, installation and poured in place rubber surfacing. The Common Council allocated $137,000.00 for play equipment in the 2019 Park Improvements Capital Improvement Program and the Sacred Heart Neighborhood Association raised an additional $6,000.00. Funding for this playground equipment will be from A/N#: 03250610 7204 62903. The remaining funds will be utilized for site restoration, concrete walkways and replacing security lighting. In accordance with Section 12-16, Purchasing recommends that the Common Council approve the proposal submitted by Lee Recreation, LLC for $121,000.00. Rohloff, City Manager ^,A Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Trena Larson, Finance Director and Ray Maurer, Parks Director DATE: February 20, 2019 RE: Amend 2019 Capital Improvement Program (CIP) BACKGROUND The 2019 Capital Improvement Program (CIP) includes $137,000 for replacement of the play equipment in Stoegbauer Park, new security lighting and associated walkways to improve accessibility at the site. ANALYSIS Parks staff has been working with the Sacred Heart Neighborhood Association to solicit input on the project. Some of the ideas generated by the Association required additional funding above and beyond the project budget so they undertook some fund raising efforts. They were able to raise $6,000 to assist with costs associated with the project and they donated these funds to the City. This budget amendment will grant staff the authority to spend those funds as part of this project. FISCAL IMPACT The proposed budget amendment would add $6,000 to the approved $137,000 CIP funds for a total project budget of $143,000.
