City Hall,215 Church Avenue P.O.Sox 1130 Oshkosh,WI 54903-1130 http://www.ci.oshkosh.wi.us BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES -January 17,2019 PRESENT: Adam BellCorelli, Brad Brown, Ben Rennert,Lori Palmeri, Vicky Redlin ABSENT:Jim Michelson,Jay Stengel STAFF: Associate Planner;Alexa Naudziunas 1. Call to Order Mr. BellCorelli called the meeting to order at 4:04 p.m. Ms. Naudziunas handed out the current copies of the capital improvement program. The committee reviewed the annual meeting schedule and decided to meet on April 411,instead of April 18t11. 2. Approval of November 15,2018 Meeting Minutes Mr. Redlin moved to approve November 15, 2018 meeting minutes and Mr. Rennert seconded the motion. Motion carried unanimously. 3. BikeOsh 2019-Date Selection Ms. Naudziunas discussed the potential dates for the event with the committee and recommended that the event be held on May 11,2019. The committee agreed to have the event on this date. 4. Westhaven Drive Petition-Update Common Council received a petition from residents on October 91h, 2018 regarding the bike lanes and parking removal on Westhaven Drive. The bikes lanes were implemented in summer of 2017. Common Council requested that Traffic and Parking Advisory Board,Bicycle and Pedestrian Committee, and the Sustainability Advisory Board make recommendations on this topic. Traffic and Parking Advisory Board recommended restoring parking to Westhaven between Noel Ct. and Springmill Drive east side and narrowing the bike lanes to 4 feet. The road is 40 feet wide so this would allow 2-4 foot bike lanes, 8 feet for parking on the east side and 2 12 foot travel lanes. If the 5 foot bike lanes remained, parking could be added on the east side and have 11 foot drive lanes. Ms. Naudziunas explained that the Sustainability Advisory Board met in January and decided to not take action on the item until there were more details provided to the committee. They will take on action on this item on February 41h 2019. 5. Bike and Pedestrian Master Plan Update The committee reviewed the draft maps of the plan and provided comments and feedback. Ms. Naudziunas explained that the last step in the update will be for the committee review the final draft. 6. Agenda Items for the Future Meeting(s) The committee expressed an interest in continuing to review chapters from the Bike and Pedestrian Master Plan. 7. Adjournment Ms. Redlin moved to adjourn the meeting and Mr. Brown seconded the motion.
