RE: Professional Services Agreement with Matrix Consulting Group for Fire Department
Staffing Analysis ($49,500)
BACKGROUND
As you aware, in 2018 we began to develop a public safety staffing plan that would assist Council in
addressing future needs for our Police and Fire Departments. Towards that end, Purchasing and Police
Department staff solicited an RFP from law enforcement staffing consultants to provide a staffing
analysis for our Police Department. As you may recall, the City selected the Matrix Consulting Group
to conduct the Police Department staffing analysis with Matrix presenting their completed analysis to
Council at their January 22, 2019 workshop. With the Police Department staffing analysis now complete,
we are moving forward with the Fire Department staffing analysis. Fire Chief Mike Stanley and
Purchasing solicited a proposal from Matrix. Their proposal for the Fire Department staffing analysis
will review a variety of fire staffing issues and areas, including:
• Determining the number of firefighters, supervisors, and command officers currently required to
perform operational and administrative tasks to meet the demands for emergency and non-
emergency service to the community.
• Assessing staffing needs for the immediate future.
• Identifying areas and services that require a more effective response.
• Projecting future workload and service demands.
• Suggesting a plan for deploying the required firefighters and supervisors the most effectively.
• Evaluating the productivity of current personnel and other resources used to conduct current
operations.
ANALYSIS
Matrix submitted a cost proposal of $49,500 for the Fire Department staffing analysis. Staff are pleased
with Matrix's recent work of the Police Department staffing analysis. Additionally, staff follow up on
Matrix's fire department staffing analysis references indicated a very high level satisfaction,
professionalism and completeness with projects being completed on time and on budget.

FISCAL IMPACT
The Common Council approved the development of a Contingency Fund through Resolution 18-
191/2017 Fund Balance Reservations, to fund this initiative requested by the Common Council. This
project will be charged to A/N#: 0323-0230-6401-63907.
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including architectural services, may be procured without the use of competitive
bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this
report regarding this staffing analysis agreement.
