SUBJECT: Item 6: 303 Washington Avenue
1.) Initiated by: Mayor Steve Cummings
a.) The item may not be a structure within an historic district or a Landmark,but would
be of interest to the Commission due to the fact that the property is an 1891 Queen
Anne example.
2.) Is the item related to an Historic District/contributing, listed individually,Landmarked
or eligible?
No-the property is not in an historic district. It is located on Washington Avenue
between the Neo-Classical and Washington Avenue Historic Districts.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
N/A. The Mayor wanted to have preliminary discussion on the property.
2b.) Has the State Historical Society been notified or involved?
No
2c.)Are other organizations or entities involved?
Yes—GO-HNI could potentially use this property in some capacity.
3.) Are Historic Tax Credits applicable for this item?
Tax credits likely would not apply right now unless the property was listed
individually on the National/State Registers or a contributing structure in an historic
district.
4.) Is this a municipally-owned structure?
No. The property is privately owned.
5.) What is the Commission priority #for this item?
Not a number 1,2,or 3 priority according to the Commission goals that were voted on
last year but an item that came up for discussion.
5a.) Does the Commission have enough information for action(s)?
Staff did check with the Oshkosh Public Museum to see what information they had
and Scott Cross provided the information the Museum had. He stated that the house
was designed by William Waters and constructed in 1891.

Discussion Considerations
1.) More research or follow up on Item?
Yes—staff would work with Commissioners to determine whether there are other
sources of potential information on the house (Oshkosh Public Library),City
Directories,etc.
2.) Evidence of"original"? Restore to what time period?
3.) Replacement Materials: accepted by State Historical society?
4.) Consideration of'undo hardship on owners?' Funding sources?
5.) Take actions?
6.) Follow up?
