Roll call was taken and a quorum declared present. The minutes of December 17,2018 were approved as distributed (Stam/Hintz). Public Hearing: Spot Blight Designation 434 Boyd Street Chairman Cummings opened the public hearing on the proposed spot blight designation for 434 Boyd Street. No one appeared and the public hearing was closed. Res. 19-01 Approve Spot Blight Designation; Accept Donation of Property at 434 Boyd Street Motion by Hintz to move Res. 19-01 Seconded by Bermingham. Mr. Davis stated the property is in the Menominee South Neighborhood. The quality of life map shows this area as a low scoring block.The owner of the property is a motivated seller. Mr. Cummings introduced Pam Ruder from Greater Oshkosh Healthy Neighborhoods (GO-HNI). Ms. Ruder discussed GO-HNI goals for the upcoming year and how the RDA and GO-HNI could work together. Mr. Davis stated the RDA will acquire properties and continue working with GO-HNI identifying properties that could be rehabbed. Mr. Lasky inquired how much money is left in the budget for acquiring properties. Ms. Brandt stated there is approximately$100,000 left until April for acquisition/demolition RDA Minutes January 16,2019 Page 1 Mr. Cummings inquired if the house would be rented or demolished. Ms. Brandt stated it needed to be demolished. The item was called. Motion carried 5-0. Res. 19-02 Determination of Necessity; Establish Fair Market Value; Authorize Purchase—112 West 9TH Avenue ($50,000) Motion by Belter to move Res. 19-02 Seconded by Bermingham. Mr. Davis stated the property owner is willing to sell and the home will be demolished. This property is on a block with other RDA owned properties. The item was called. Motion carried 5-0. Res. 19-03 Authorize Submittal of EPA Brownfields Assessment grant Application for Clean Up Funds; Accept Funds - 1 E. 81h Avenue South Shore Redevelopment Area Motion by Stam to move Res. 19-03 Seconded by Bermingham. Ms. Brandt presented a powerpoint to the RDA on the EPA Brownfields Assessment grant for 1 E. 8th Avenue. She provided history of the site, current conditions, and the need for clean-up of the site. Mr. Stam inquired when the City would hear if the grant is awarded. Ms. Brandt stated the application deadline is January 31St and staff expects to hear if the grant is awarded in late summer or early fall. Mr. Lasky inquired how much clean-up of the site would cost. Mr. Davis stated the amount of clean up depends on the use of the site. The City has approximately$400,000 for this site in the 2019 Capital Improvement Program. The item was called. RDA Minutes January 16,2019 Page 2 Discussion:Jefferson Street Property and Surrounding Area Mr. Davis stated the option for the Jefferson Street property expired at the end of 2018. Mr. Lasky stated the RDA should issue another RFP. Mr. Cumming requested a map of the properties on the east side of Jefferson Street that shows the number of code violations or complaints. Mr. Davis stated staff will work on the map and reissue the RFP in early spring. Executive Director's Report Mr.Davis provided updates to the RDA from the Executive Director's Report. There was no further discussion.The meeting adjourned at approximately 4:45 PM. (Hintz/Stam) Respectfully submitted, Allen Davis Executive Director RDA Minutes January 16,2019 Page 3 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN FEBRUARY 4, 2019 19-04 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE OPTION TO PURCHASE PARCEL I IN THE MARION ROAD REDEVELOPMENT AREA; MERGE, LLC BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the option to purchase submitted by Merge, LLC or its assigns, for Parcel I on Marion Road within the Marion/Pearl Redevelopment Area is hereby accepted and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same. BE IT FURTHER RESOLVED that the terms of said option to purchase agreement shall include,but not be limited to: 1) Compliance with the approved Marion Road/Pearl Avenue Redevelopment Area Phase II Development Guidelines. 2) Formal submittal of a proposal by May 31, 2019 with option for extension until July 31, 2019. 3) Approval of the final development plan by the Redevelopment Authority and Common Council. 4) Provide lending financing commitment. 5) Obtain project approval under Planned Development Overlay provisions. 6) Submittal of a scaled site plan detailing building elevations. 7) The option fee shall be One Thousand Dollar and NO/100 ($1,000.00) and a purchase price of One Dollar and NO/100 ($1.00). TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: January 29, 2019 SUBJECT: Option to Purchase—Parcel I,Marion Road,Marion Road Redevelopment Area BACKROUND The RDA sold the-northern part of this parcel to the Oshkosh Water Utility for the new water tower recently constructed on the site. The remaining parcel is relatively small at 1.4 acres, with little visibility and redevelopment options are more limited. The best use of the parcel may be a parking lot serving multiple Marion Road area users. ANALYSIS As Merge continues to examine redevelopment alternatives, the need for off-street parking has risen and, Parcel I could help. Parcel I could serve as a support parcel for the redevelopment of Parcel H and especially, Parcel J. FISCAL IMPACT The combination of the Parcel H, I and J would complete the redevelopment of the Marion Redevelopment Area. The estimated tax base created would be more than$35 million. The sale of the property "as is" would net the RDA $1. The RDA would not be responsible for any further remediation on the site. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: January 29, 2019 SUBJECT: Option to Purchase—Parcel H,Jackson/Pearl, Marion Road Redevelopment Area BACKROUND The RDA owns the 1.7 acre parcel on the southwest corner of Jackson and Pearl. This was originally part of the Andy Dumke Redevelopment project. The mixed-use building was never built and the Development Agreement expired. Since then,Bank First National and Jeff Fullbright have held Options to purchase the parcel,but neither have executed the Option. The proposed Option to Purchase would be in concert with the original Option that the RDA granted to Merge in November,2018,for Parcel J. ANALYSIS Merge continues to examine development formulas for the Jackson/Marion Parcel J. Parcel J was developed as part of a Planned Development with Accu-com and Morton Pharmacy. The existing parking lot and proposed building was to serve as the environmental cap for this section of the site. Any changes to the cap or remediation plan will required WisDNR approval. Based on the proposed uses,Merge has offered the Option to Purchase Parcel H as a complement to the Parcel J mixed-use development. The Option is standard for the Marion Road Redevelopment District, and any purchase and redevelopment will require RDA,Plan Commission and City Council action.
