A meeting of the Public Arts and Beautification Committee will be held on January 24,2019 at 4
p.m. in room 404, City Hall, 215 Church Avenue, Oshkosh, WI 54901.

PUBLIC ARTS AND BEAUTIFICATION COMMITTEE
Minutes October 25,2018
PRESENT: Koby Schellenger, Carleen Christianson;Vicky Redlin,Laura Schley

Planning Director
1. Call to Order
Ms. Redlin called the meeting to order at 4:05 p.m.
2. Approval of September 27th 2018 Meeting Minutes
Mr. Schellenger made a motion to approve the September 27th 2018 meeting minutes and Ms.
Christianson seconded the motion. Motion carried unanimously.
3. Mural Ordinance Discussion
Ms. Naudziunas explained to the committee that the first mural application has been received and
approved under the new mural ordinance. The location of the mural is at 401 N Main Street and will be
applied directly to the brick. At the September meeting, committee members expressed concern
regarding the application of paint directly to the brick. Ms. Naudziunas explained that Ms. Brabender-
Mattox contacted the Wisconsin State Historical Society about best practices for murals and historic
brick buildings. Mr. Burich was present to answer questions and explain the current zoning ordinance
and how it relates to painting buildings. He explained there are historic images indicating that the
building at 401 N. Main Street may have had paint applied directly to the brick in the past. Mr.Burich
explained that property owners are allowed to paint their buildings within the North Main Street
Historic District under the current zoning ordinance.
4. Committee Plan Development
a. Vision Statement Revisions
The committee provided input on how the vision statement should be altered.
b. Review Materials
The committee reviewed the draft materials for the plan and offered comments and feedback.
The committee discussed the entire plan in order to get the two new committee members up to
speed.
5. Future Agenda Items
Ms. Naudziunas agreed to keep the plan development discussion for the next meeting agenda. Ms.
Naudziunas explained that any additional agenda items can be added to the list if she is contacted.
6. Adjournment
Mr. Schellenger made a motion to adjourn and Ms. Christianson seconded the motion. Motion carried
unanimously at 4:41 p.m.
