PURPOSE: APPROVE 2019 CIP AMENDMENT FOR PARKS DEPARTMENT
FOR PURCHASE OF WEBTRAC $12,500.
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City Manager has prepared, submitted and recommended a
Capital Improvement Program for the year 2019, wherein is listed all anticipated revenue
and expenditures for said year, which program has been filed with the Common Council
and the City Clerk, and is available for public inspection; and
WHEREAS, during the evaluation of the 2019 Operation Budget and CIP Budget,
the Parks department had proposed to purchase an additional module for their current
RecTrac program to be funded by donations and the 2018 Operations Budget.
WHEREAS, it is necessary to transfer $12,500.00 from the 2018 Operation Budget
to allow for the purchase of WebTrac as an add-on module to the RecTrac system at the
Parks Department.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2019 Capital Improvement Program, on file in the City Clerk's Office,
is hereby amended with adjustments as listed in attached Exhibit "1".

BACKGROUND
During the evaluation of the 2019 Operations Budget and CIP Budget, the Parks department had
proposed to purchase an additional module for their current RecTrac software program. This request
was proposed to be funded with levy support. However, after further discussion it was agreed to
evaluate potential funding at year-end as it was believed that there could be available funds in the 2018
Operations Budget.
ANALYSIS
WebTrac is an add-on module to the RecTrac system which is managed by Vermont Systems. Webtrac
will allow patrons to be able to view availability of park shelters online and to reserve park shelters
online. Patrons often request these online options, and this purchase will meet these requests and
enhance the overall customer experience. It is believed that this new system could be implemented and
available by summer 2019. RecTrac is the same software system utilized at the Pollock Community
Water Park and future uses for season pass purchases and renewals is anticipated.
FISCAL IMPACT
The proposed budget amendment would be funded with$12,500 of unencumbered funds from the 2018
Parks Operations Budget and a $12,500 contribution from the pool endowment at the Oshkosh Area
Community Foundation.
RECOMMENDATION
Staff recommends that Council pass this resolution
