PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE
PROPERTY AT 112 WEST 9TH AVENUE; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE 112 WEST 9TH
AVENUE ($50,000)

REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority and Common Council previously
approved the South Shore Redevelopment Project Area; and
WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to
acquire property to improve residential neighborhoods and eliminate blighting
conditions within said Redevelopment Area; and
WHEREAS, the owner of 112 West 91h Avenue is willing to sell the property to the
Redevelopment Authority; and
WHEREAS, the Redevelopment Authority approved acquiring said property for
$50,000.00 plus closing costs at its January 16, 2019 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the Common Council certifies it is necessary for the Redevelopment
Authority to acquire the property at 112 West 91h Avenue pursuant to the provisions of
Chapter 66 of the Wisconsin Statutes.

BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to purchase said property for $50,000.00 plus closing costs
and execute all documents necessary to consummate this transaction. Money for this
purpose is hereby appropriated from Acct. No. 0303-0740-7208-16817 Community
Development Block Grant Land Purchase.

Avenue ($50,000)
BACKGROUND
The vacant property has been offered for sale by the owner. The property is in the
Southshore Redevelopment Area and the RDA has already acquired many of the
surrounding properties on the block. The property is assessed for $76,500. City staff
offered $50,000 based on the amount of rehabilitation work that would be required.
ANALYSIS
Staff believes the structure will be demolished in the future. Staff has inspected the
property, and based on the condition, the house could be used until demolition is
required for redevelopment. Staff will approach Christine Ann and ADVOCAP for
their interest in temporary and/or transition housing at this location. Eventual
demolition would cost about$10,000 to $20,000. The lot is 47' x 90'.
The house is located in a low scoring block in the Quality of Life Map and the 9th
Avenue Corridor Study. The property and block score below average for condition,
vacancy and code violations. The house condition contributes to the low score for the
block. Removing the house will increase the block and neighborhood score and
improve the 9th Avenue Corridor.

FISCAL IMPACT
CDBG funds will be used for the acquisition and demolition tipping fees. There are
adequate funds available for this type of blight removal project.
RECOMMENDATION
The Council approves the determination of necessity and authorizes the Redevelopment
Authority to acquire property at 112 West 9th Avenue for $50,000.
