HomeMy WebLinkAbout07. 19-37 JANUARY 22, 2019 19-37 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 434 BOYD STREET ($43,900) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, the property owner has offered the property at 434 Boyd Street to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 434 Boyd Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property 434 Boyd Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. JANUARY 22, 2019 19-37 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property for $43,900.00 and execute any and all documents necessary to consummate this transaction. No. 303-0740-7208-16623 Community Development Block Grant Land Purchase. bd!., kr City 1 Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: January 15, 2019 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Accept Donation of Property at 434 Boyd Street ($43,900) BACKGROUND The RDA determined that the house at 434 Boyd Street is blighted and authorized acquisition of the property at their January, 2019 meeting. The vacant property is on the market for sale. The property is in the Menominee South neighborhood, near the border of River East neighborhood. The house is assessed for$64,300. The owner was asking $59,900. Staff offered $43,900 based on the amount of rehabilitation work that would be required. ANALYSIS Staff believes the structure should be demolished. Staff has inspected the property, and based on the condition, it would take about$75,000 to fix the problems and renovate the house. There are problems with the roof, foundation and basement that will cost significant amounts of money. Demolition would cost about$10,000 to $20,000. The lot is 44' x 119' which will make it difficult for rebuilding. The house is located in one of the lowest scoring blocks on the Quality of Life Map. The property and block score below average for condition, vacancy and code violations. The house condition contributes to the low score for the block. Removing the house will increase the block and neighborhood score. There are adequate funds available for this type of blight removal project.
