MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Steven M. Gohde,Assistant Director of Public Works 51Zy
DATE: January 3,2019
RE: Approval of Initial Resolution for Special Assessments for Concrete Pavement, Asphalt
Pavement, Sidewalk (New and Rehabilitation), Driveway Aprons, Sanitary Sewer Main
and Laterals (New and Relay), Water Main and Laterals (New and Relay), and Storm
Sewer Mains and Laterals(New and Relay)Relating to Contract No.19-05
• Oregon Street(West 16th Avenue to West 21St Avenue)
BACKGROUND
This resolution is the initial resolution for allowing the City to assess abutting property owners for
improvements to be completed during the reconstruction of the following street: Oregon Street from West
16th Avenue to West 21st Avenue. The assessable work will include concrete pavement, asphalt pavement,
sidewalk (new and rehabilitation), driveway aprons, sanitary sewer mains and laterals (new and relay),
storm sewer mains and laterals(new and relay),and water mains and laterals(new and relay).
ANALYSIS
The resolution allows City staff to proceed with preparing assessments for the abutting properties. A public
hearing needs to be held and a final resolution needs to be approved by the Council prior the assessments
being levied on the properties. Should the Council choose to amend the City's Special Assessment policy,
the changes approved by Council would be reflected in the final resolution
FISCAL IMPACT
Assessments allow the City to recover a portion of the costs associated with projects from benefiting
properties. Funding for the project is included in the 2019 Capital Improvement Program in the Street,
Storm Sewer, Sanitary Sewer,Sidewalk,Water Main, and Traffic Improvement sections.
RECOMMENDATIONS
I recommend approval of the initial resolution.
