City attorney Lynn Lorenson introduced her team: 10 year veteran Dave Praska, Deputy Attorney and Amy VandenHogen, assistant attorney who recently joined the department. She said each member will be presenting the highlights of different topics. Amy VandenHogen explained open meetings require: 1. noticed a minimum of 24 hours before the meeting 2. accessible to disabled persons 3. may be taped or video recorded but may not interfere with the meeting 4. public may attend but does not have to be allowed to speak 5. minutes with a record of motions and votes Committee Name: Transit Advisory Board Date: 1/16/19 Location: City Hall, Room 406 2 2 2 Topic Facilitator Discussion Actions Role of Board members and Robert’s Rules of Order Continued Lynn Lorenson Dave Praska Lynn Lorenson Lynn Lorenson said the city website establishes a contact form for each Board member. She told when someone sends an email from the website, the city automatically archives it. She explained when dealing with personal computers and private email systems the best practice is to “reply all” copying the email to the city Board email and the individual so the email is archived in the city system. She also recommended creating a separate folder within your email system or creating a separate folder on your computer or a separate USB drive to save all Board related documents. She told if an email is received outside the contact system, it is best practice to archive it as previously mentioned and copy the email to your city staff liaison with a note you received it at your personal address. Dave Praska said public officials may not accept items or services of substantial value. He said a public official may not use their position for financial benefit. He explained this applies to any organization where the member or his immediate family has at least 10% of the outstanding equity or is an authorized representative or agent. Lynn Lorenson stated the rules of decorum state the presiding officer can call an unruly person to order and may order the person removed if conduct continues. She also said to be considered an excused absence from a meeting Board members must give notice to a staff person at least 24 hours prior to the meeting’s start time. Committee Name: Transit Advisory Board Date: 1/16/19 Location: City Hall, Room 406 3 3 3 Topic Facilitator Discussion Actions Role of Board members and Robert’s Rules of Order Continued Lynn Lorenson Dave Praska Evelyn Meuret Lynn Lorenson said she and city clerk, Pam Ubrig, collaborated on creating general rules of order that City Council later adopted. She told these rules control the flow of the agenda, taking up items of business and limiting or extending the debate. Lynn said if rules are not being followed the chair can rule on a point of order. She told that if someone has a parliamentary inquiry and asks for help with procedure the chair provides assistance. She said if someone has a question of privilege, or something is interfering with the process (too hot, or noisy), the chair directs corrective action. She told that members can appeal the chair’s decision with a majority vote. She said unanimous consent be reserved for motions to recess or adjourn and acceptance of minutes and voice votes be taken and recorded in the minutes for agenda items. Dave Praska explained that Jim is also involved with the Traffic Advisory Board and Bike & Ped Advisory Committee. He went on to say the Common Council is the decision making body of all these things. He explained this Board assists in the implementation of improved transit service. Evelyn Meuret inquired if Board members could share information from the meeting. Lynn said information could be shared as long as it was an open, not a closed meeting. Committee Name: Transit Advisory Board Date: 1/16/19 Location: City Hall, Room 406 4 4 4 Topic Facilitator Discussion Actions Route #10 Neenah Fare Jim Collins Evelyn Meuret Jim Collins said currently the cash fare for Route #10 Neenah bus is $3.00 or two tokens or two punches on a punch pass which is double the $1.50 city cash fare. He told we were asked if monthly pass holders could use their pass for ½ the Route #10 fare and pay the other ½ with cash, token, or punch on a punch pass. Evelyn Meuret said she thought it seemed unfair to pass holders to have to pay full fare on the Route #10 Neenah bus. She asked for a motion to honor the monthly pass as ½ the fare on the Neenah bus since it’s fare is double the city fare. 1st: Deb Allison-Aasby 2nd: Troy Monday Carried: 4 - 0 Staff Statements Update on 2019 bus procurement Jim Collins Jim Collins said the purchase order was just issued for the three new buses. He told there is a meeting with the supplier this week and he thinks production will begin in July which means they would be delivered in August or September. Update on Transit Development Plan Jim Collins Jim told the fare increase has been implemented and has went well. He said the Route #9 change has worked well; passengers telephone to be picked up at the YMCA. He told Silver Star employees appreciate the more frequent service so now they do not have to wait a half hour after their shift for the bus to come. GO Transit app available for mobile phones Jim Collins Jim told the GO Transit app is now available at the app store for Android and Apple devices. He said the app shows where the bus is in real time.
