STAFF: Allen Davis, Executive Director/Community Development Director; Darlene
Brandt, Grants Coordinator;Andrea Flanigan, Recording Secretary;
Chairman Cummings called the meeting to order at 4:03 pm. Roll call was taken and a quorum
declared present.
The minutes of October 1, 2018, November 12, 2018 and November 12, 2018 Closed Session were
approved as distributed (Belter/Bermingham).
Public Hearing:
Spot Blight Designation 1024 Windsor Street
Chairman Cummings opened the public hearing on the proposed spot blight designation
for 1024 Windsor Street.
No one appeared and the public hearing was closed.
Res. 18-17 Approve Spot Blight Designation; Accept Donation of Property at 1024
Windsor Street
Motion by Belter to move Res. 18-17
Seconded by Bermingham.
There was no discussion on the item.
The item was called. Motion carried 4-0.
Res. 18-18 Approve Terminating Assignment of Lease and Rents between US Bank
and the Redevelopment Authority related to Marion Road Pearl Avenue
Redevelopment Area Lease Revenue Bonds
Motion by Belter to move Res. 18-18
Seconded by Bermingham.

The item was called. Motion carried 4-0.
Res. 18-19 Approve Terminating Lease Agreement Between City of Oshkosh and
Redevelopment Authority pertaining to Marion Road Pearl Avenue
Redevelopment Area Lease Revenue Bonds
Motion by Better to move Res. 18-19
Seconded by Bermingham.
Mr. Belter inquired if the bonds were paid off.
Mr. Davis confirmed the bonds were paid off.
The item was called. Motion carried 4-0.
Executive Director's Report
Mr. Davis provided updates to the RDA from the Executive Director's Report.
Ms. Lorenson provided an update on the Oshkosh Arena and stated the DNR will grant a VPLE
closure letter on contaminants that were tested for on site. She stated the VPLE program is
changing due to the discovery of PFA's.
Pam Ruder, Executive Director of Greater Oshkosh Healthy Neighborhoods introduced herself to
the RDA.
Mayor Cummings stated the GO-HNI board would be interested in a joint meeting with the RDA
to discuss redevelopment areas and future projects.
RDA members requested to discuss the Jefferson Street properties and surrounding areas at the
next meeting.
There was no further discussion. The meeting adjourned at approximately 4:36 PM.
