PURPOSE: AUTHORIZE SUBMITTAL OF EPA BROWNFIELDS ASSESSMENT
GRANT APPLICATION FOR CLEANUP FUNDS;ACCEPT FUNDS
— 1 EAST 8TH AVENUE, SOUTH SHORE REDEVELOPMENT
AREA
WHEREAS, the Environmental Protection Agency (EPA) has funds available in
the form of grants for brownfields revitalization; and
WHEREAS, the Redevelopment Authority desires to apply for cleanup grant
funds for approved environmental cleanup activities at 1 East 8th Avenue within the
South Shore Redevelopment Area.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that the proper Redevelopment Authority officials are hereby authorized
to submit a Grant Proposal to the Environmental Protection Agency to obtain funds for
said purpose and to execute any and all documents and assurances which may be
required by the Environmental Protection Agency.
BE IT FURTHER RESOLVED that if said grant funds are awarded, the proper
Redevelopment Authority officials are hereby authorized. and directed to accept said
funds, pursuant to the terms of the grant applications, and to execute any and all
documents necessary for purposes of same.
BE IT FURTHER RESOLVED that the Redevelopment Authority hereby
authorizes AECOM to act on behalf of the Redevelopment Authority to take those steps
necessary to undertake, direct and complete required environmental approved grant
activities.

Application for Clean Up Funds; Accept Funds - 1 E. 81h Avenue South
Shore Redevelopment Area
BACKGROUND
The Federal Environmental Protection Agency offers municipalities a competitive grant
program for two types of programs. The RDA would be applying to both grant
programs. The Brownfield Assessment Grant would pay for multiple Phase 1 and
Phase 2 studies of parcels located in the central part of the City. The second program
would be for$500,000 specifically on the 1 East 8th Avenue site. This site is listed in the
adopted 2019 Capital Improvement Program (CIP) for the possible remediation funding
in the 2019-2023 CIP. The CIP includes $412,000 for the land east of Main Street. These
funds will be used to match the EPA grant application.
In addition, the approved 2019 CIP also includes funding to demolish the bowling alley
and adjoining building across the street. Since the bowling alley shares a roof and wall
with Luecks Hardware, staff is preparing a Request for Qualifications for an
engineer/architect to help establish the process and specifications for demolition of the
structures in 2019.
ANALYSIS
The City received a $400,000 EPA grant in 2009 for a possible redevelopment at the site.
Unfortunately, the development project did not occur, and the City was forced to return
the grant funding. Since that time, the EPA has not granted any additional funding to
the city or RDA.
With the development of the Imagine Oshkosh project and the Sawdust District
neighborhood, there is again more interest in redevelopment. In order to help facilitate
the redevelopment of the block and surrounding neighborhood, staff is preparing
another round of EPA grant applications. The Brownfield Assessment grants would be
for $250,000 and the 1 East 8th Avenue application would be for $500,000 to be used for
remediation and/or site preparation activities related to redeveloping the block. The
City's matching funds would come from the 2019 CIP fund.
FISCAL IMPACT
The EPA grant funds would be used help defray the cost of site examination,remediation
and site preparation for the site. This would lower the cost of the project to the City and
RDA. The$412,000 in the 2019 CIP would be more than doubled by the EPA grant funds.
RECOMMENDATION
The RDA authorizes the submittal of the EPA Brownfields Assessment Grant application
for Clean Up funds and accepts funds for the 1 East 8th Avenue Site.
