PURPOSE: DETERMINATION OF NECESSITY; ESTABLISH FAIR MARKET
VALUE; AUTHORIZE PURCHASE — 112 WEST 9TH AVENUE
($50,000)
WHEREAS, the Redevelopment Authority previously approved the South Shore
Redevelopment Area; and
WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to
acquire property within the boundaries of said Redevelopment Area to assist in the
elimination and prevention of blighting influences and promote urban renewal; and
WHEREAS, the property and interest to be acquired includes land and buildings,
if any, exclusive of equipment and fixtures both movable and immovable, and is
described as:
112 W. 91h Avenue
West 47.5 Feet of Lot 18 Block 9 Plat of Original 3rd Ward, 3rd Ward, City of Oshkosh,
Winnebago County, Wisconsin (tax #903-0115-0000)
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that the Authority certifies that in order for said purpose to be
accomplished,it is necessary for the property described above to be acquired. It is further
determined by the Authority that acquisition of said property is hereby determined
necessary pursuant to the provisions of Chapters 32 and 66 of the Wisconsin Statutes.
BE IT FURTHER RESOLVED that the value of the property to be acquired, as
described above, is hereby established at FIFTY THOUSAND DOLLARS AND 00/100
($50,000.00). Money for this purpose is appropriated from City Community
Development Block Grant funds.
BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to purchase said property and execute all documents
necessary to consummate this transaction.

BACKGROUND
The vacant property been offered for sale by the owner. The property is in the
Southshore Redevelopment Area and the RDA has already acquired many of the
surrounding properties on the block. The property is assessed for $76,500. City staff
offered $50,000 based on the amount of rehabilitation work that would be required.
ANALYSIS
Staff believes the structure will be demolished in the future. Staff has inspected the
property, and based on the condition, the house could be used until demolition is
required for redevelopment. Staff will approach Christine Ann and ADVOCAP for
their interest in temporary and/or transition housing at this location. Eventual
demolition would cost about$10,000 to $20,000. The lot is 47' x 90'.
The house is located in a low scoring block in the Quality of Life Map and the 9th
Avenue Corridor Study. The property and block score below average for condition,
vacancy and code violations. The house condition contributes to the low score for the
block. Removing the house will increase the block and neighborhood score and
improve the 9th Avenue Corridor.
FISCAL IMPACT
CDBG funds will be used for the acquisition and demolition tipping fees. There are
adequate funds available for this type of blight removal project.
RECOMMENDATION
The RDA approves the determination of necessity establishes a fair market value and
authorizes acquisition of property at 112 West 9th Avenue for $50,000.
