HomeMy WebLinkAbout19-01 REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH,WISCONSIN JANUARY 16, 2019 19-01 RESOLUTION (APPROVED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; APPROVE ACQUSITION OF PROPERTY AT 434 BOYD STREET ($43,900) WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHEREAS,the property at 434 Boyd Street exhibits conditions cited under Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be blighted; and WHEREAS, the Redevelopment Authority has conducted a public hearing to obtain comments and determine if said property is blighted; and WHEREAS, the owner has offered the property at 434 Boyd Street to the Redevelopment Authority in the amount of$43,900, plus closing costs. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that: 1. Findings and Determinations. It has been found and determined and is hereby declared that: (a) conditions of blight exist at the Property; and (b) a comprehensive plan of redevelopment is not necessary with respect to the private redevelopment of the Property or the relation of the redevelopment of the Property to other property redeveloped by the Authority. 2. Spot Bli hg t Designation. The Authority hereby finds that the Property is blighted in need of rehabilitation and blight elimination under the meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes. JANUARY 16, 2019 19-01 RESOLUTION CONT'D BE IT FURTHER RESOLVED that the proper officials are hereby authorized and directed to purchase 434 Boyd Street in the amount of $43,900.00 plus closing costs and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Community Development Block Grant Funds. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: January 9, 2019 SUBJECT: 19-01 Spot Blight Designation; Approve Spot Blight Designation; Approve Acquisition of Property at 434 Boyd Street ($43,900) BACKGROUND The vacant property is on the market for sale. The property is in the Menominee South neighborhood, near the border of River East neighborhood. The house is assessed for $64,300. The owner was asking $59,900. Staff offered $43,900 based on the amount of rehabilitation work that would be required. ANALYSIS Staff believes the structure should be demolished. Staff has inspected the property, and based on the condition, it would take about $75,000 to fix the problems and renovate the house. There are problems with the roof, foundation and basement that will cost significant amounts of money. Demolition would cost about$10,000 to $20,000. The lot is 44' x 119' which will make it difficult for rebuilding. The house is located in one of the lowest scoring blocks on the Quality of Life Map. The property and block score below average for condition, vacancy and code violations. The house condition contributes to the low score for the block. Removing the house will increase the block and neighborhood score. FISCAL IMPACT CDBG funds will be used for the acquisition and demolition tipping fees. There are adequate funds available for this type of blight removal project.
