The minutes from the 11/13/2018 TPAB meeting were accepted. 1st: Jim Stapel 2nd: Steve Herman Waive reading of each agenda item Dan Becker Dan Becker suggested that due to the time constraint of council needing this room and the agenda being rather lengthy, he proposes the reading of each item be waived. 1st: Steve Herman 2nd: Steve Haas Carried: 6 – 0 Agenda Items A request for a stop sign on Division Street at Scott Avenue (Current Condition: No traffic control device) Jim Collins said the resident of this property contacted him and told their property had been hit three times since 2010. He explained two of these incidents were caused by impaired drivers and one involved a driver trying to avoid a traffic stop. He told there was a similar situation at the intersection of Wisconsin Street at Prospect Avenue and a flashing LED stop sign was installed. He recommended installation of a stop sign on Division Street. Committee Name: Traffic & Parking Advisory Board Date: 12/11/18 Location: Safety Building 2 Topic Facilitator Discussion Actions A request for a stop sign on Division Street at Scott Avenue (Current Condition: No traffic control device) continued John Dillinger Dan Becker John Dillinger, of 902 Central Street, said his wife made the telephone call to Jim Collins. He said vehicles jump the curb and travel through the grass and he distributed pictures of ruts in his grass. Mr. Dillinger said he had a hard time believing a stop sign would stop impaired drivers. Dan Becker inquired if consideration was given to installation of a yellow and black sign on the other side of the sidewalk. Jim Stapel said that was his thought too and went on to suggest some sort of concrete barrier like some store fronts have . Jim Collins said both the reflective and stop signs could be installed. Ross Wandschneider said he thought a barrier would be more effective. Sgt. Harris said he knew the resident on the corner and heard similar complaints from him. He added there are no houses near where the flashing LED stop sign on Jackson Street but if something flashing were installed here it would disturb nearby residents. Steve Herman said there are not many guard rails installed in residential areas but here it may be beneficial. Mr. Herman moved to amend this item to install a guard rail on Scott Street at Division Street. Main St. to its eastern terminus (Current Condition: No parking, stopping, standing, waiting, both sides, from S. Main St. to its eastern terminus) Jim Collins Mr. Collins said the Milwaukee Herd organization requested a pick up/drop off location for transportation network companies (TNC) such as Uber and Lyft. He said staff worked together with OPD on alternatives and it was determined this was the best option so it was temporarily signed as a loading zone for a couple games. He explained currently OPD blocks off the intersection and only allows handicapped parkers and TNC vehicles to enter the area. He told there are minor distance corrections and removal of 10 minute handicap parking which is no longer needed because the facility now has a handicap parking space in their parking lot which is closer to their door. 1st: Daniel Becker 2nd: Steve Herman Carried: 6 - 0 Committee Name: Traffic & Parking Advisory Board Date: 12/11/18 Location: Safety Building 9 Topic Facilitator Discussion Action Staff Statements Otter Street Parking Lot Jim Collins Jim Collins told that the Otter Street Parking Lot has been reconstructed and is now reopen. He explained that because it was completed so late in the year the striping done is temporary but once it warms up in spring it will be striped permanently. State Street Parking Lot Jim Collins Jim said the State Street Parking Lot was milled and overlaid and is now reopen. He told these projects came out of the city's pavement capital budget this year. Convention Center North Parking Lot (Ceape Lot) Jim Collins Jim stated the reconstruction of the Convention Center North Parking Lot, also known as the Ceape Lot, is budgeted in 2019. He said the hotel and convention center have been notified and we will try to minimize the disruption for their events. He told city engineers plan to work on the design and layout as they have time over winter. H said this project will take most of the pavement capital budget for 2019. Traffic signals installed at State Street and Washington Avenue Jim Collins Jim Collins told the new signals were installed and operational a couple weeks ago. He said the signals will be actuated by Gridsmart cameras which also can give traffic data such as traffic counts and turning movements. Temporary signals installed at Oshkosh Avenue and Westfield Street Jim Collins said temporary signals are installed at the intersection o Oshkosh Avenue and Westfield Avenue. He explained monotube poles, the big DOT type pole, will be installed here but are on backorder till spring. He continued to explain these monotube poles make the signalized intersection safer because the arm of the pole extends so the signal for each lane is directly in front of it. Committee Name: Traffic & Parking Advisory Board Date: 12/11/18 Location: Safety Building 10 Topic Facilitator Discussion Action Jackson Street at New York Avenue no left turn signs Jim Collins Jim told the illuminated no left turn signs have been installed on Jackson Street at New York Avenue. He said there was an article and picture of them in the Oshkosh Herald and he received positive comments from residents in the area.
