HomeMy WebLinkAbout24. 19-21 JANUARY 8, 2019 19-21 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: MODIFY PARKING REGULATIONS ON SOUTH PARK AVENUE, COURT STREET&NORTH MAIN STREET INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A- 11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Sections 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: 27A-11 Parking Regulations on Designated Streets and Alleys: SOUTH PARK AVENUE Remove Therefrom: No parking, stopping, standing, waiting, both sides, from South Main Street to its eastern terminus Add Thereto: Loading zone, north side, from North Main Street to its eastern terminus No parking, stopping, standing, waiting, south side, from South Main Street to its eastern terminus JANUARY 8, 2019 19-21 ORDINANCE FIRST READING CONT'D COURT STREET Remove Therefrom: Angle parking, east side, from 110 feet south of Washington Avenue to Waugoo Avenue 4-hour angle parking, east side, from Ceape Avenue to Otter Avenue Add Thereto: 4-hour parking, east side, from 110 feet south of Washington Avenue to Waugoo Avenue 4-hour parking, east side, from Ceape Avenue to 50 feet south of Otter Avenue MAIN STREET Remove Therefrom: 2-hour parking, west side, from Algoma Boulevard to Parkway Avenue between the hours of 9:00 a.m. and 6:00 p.m. daily except Sundays and holidays 2-hour parking, west side, from Algoma Boulevard to Parkway Avenue between the hours of 9:00 a.m. and 6:00 p.m. daily except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day Add Thereto: 2-hour parking, west side, from 112 feet north of Algoma Boulevard to 507 feet north of Parkway Avenue, except as otherwise specifically indicated, between the hours of 9:00 am. and 6:00 p.m. daily except Sundays and holidays JANUARY 8, 2019 19-21 ORDINANCE FIRST READING CONT'D No parking, west side, from Church Avenue to 154 feet south No parking, west side, from Parkway Avenue to 159 feet south SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #19-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNAED STREETS AND ALLEYS) on January 22,2019. The ordinance modifies parking regulations on South Park Avenue, Court Street and North Main Street. Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: January 4, 2019 RE: Approve Loading zone on South Park Avenue, and parking regulation updates on Court Street, North Main Street, Otter Avenue and Washington Avenue BACKGROUND The Milwaukee Herd organization along with the Menomonie Nation Arena supported by the Oshkosh Police Department (OPD) requested a loading zone for transportation network companies such as Uber and Lyft. The north side of South Park Avenue east of Main Street was identified as the best location for this. North Main Street was reconstructed a few years ago. The parking areas are signed appropriately however the parking ordinances on the west side of the street from Algoma to north of Parkway were not completely updated. Court Street, Otter Avenue and Washington Avenue were reconstructed this past year. The on street parking on these streets is signed to match the new layout of the streets. These ordinances update the municipal code to match the new layout and signage. The Traffic and Parking Advisory Board recommends approval of all items. (6-0) ANALYSIS OPD blocks off South Park Avenue east of Main Street during events and only allows access to handicap parking. If approved, they will also allow access to TNC vehicles to load and unload. We tested this over the last month during Herd games and all went well. The newly constructed streets are properly signed and have been functioning well. The parking changes on these streets are relatively minor. We have not received any negative feedback regarding parking on these streets. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION I recommend that the Common Council approve these modifications to Section 27A-11 of the Municipal Code pertaining to parking regulations on designated streets and alleys.
