HomeMy WebLinkAbout09. 19-06 JANUARY 8, 2019 19-06 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE SPOT SLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACCEPT DONATION OF PROPERTY AT 1024 WINDSOR STREET INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, the owner has generously offered to donate to the Redevelopment Authority the property at 1024 Windsor Street, and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1024 Windsor Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1024 Windsor Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. JANUARY 8, 2019 19-06 RESOLUTION CONT'D BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to accept said property donation/conveyance of land and to execute all documents necessary to consummate said transaction. ary Clay dshkosh TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: January 3, 2019 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Accept Donation of Property at 1024 Windsor Street BACKGROUND The RDA determined that the house at 1024 Windsor Street is blighted and authorized acquisition of the property at their December, 2018 meeting. City staff, including the Oshkosh Police, Attorney, Public Works and Inspection Departments, have been working with the owner and Winnebago County Social Services over the past year regarding many code violations. At this time, the owner has decided that maintenance and rehabilitation of the structures are beyond her means, and has offered to donate the property to the City. ANALYSIS Since the RDA approved the blight designation and acquisition, the City Council must also consider the acquisition through donation. If the Council approves the designation, staff would intend to abate for asbestos and demolish the house and garage this winter, as weather and City-crew time allows. The lot would then be sold for the construction of a new house. FISCAL IMPACT The City will be responsible for the following costs-closing, asbestos investigation and remediation, demolition (hopefully by City crews), landfill tipping fees, and property maintenance. It is estimated that this would total $10,000 to $20,000. The adjoining lot values in the neighborhood average about$20,000, so the RDA/City could achieve a cost neutral outcome.
