SUBJECT: Item 5: 434 Church Avenue Proposed Work
1.) Initiated by: Steven Wiley, staff liaison, Landmarks Commission
a.) The item is within the purview of the Commission because it involves rehab work
and potential alterations to the exterior materials of a contributing structure in the
Irving-Church Historic District. The Inspections Services Division issued orders to
correct the peeling paint on some of the dormers on this property. The owner and
contractor would like to wrap the dormers in aluminum trim.
2.) Is the item related to an Historic District/contributing,listed individually, Landmarked
or eligible?
Yes—the property at 434 Church is a contributing structure.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
Depending on the work proposed,the work could conflict with the local ordinance. It
could conflict with state and national standards if the owner was applying for tax
credits.
2b.) Has the State Historical Society been notified or involved?
No
2c.) Are other organizations or entities involved?
Yes—City Inspections has orders on the property to scrape and repaint the areas that
are peeling.
3.) Are Historic Tax Credits applicable for this item?
Tax credits would likely not apply if the property was substantially altered.
4.) Is this a municipally-owned structure?
No. The property is privately owned.
5.) What is the Commission priority#for this item?
Responding to historic project submittals is an ongoing task so a number 1 priority
for the Commission.
5a.) Does the Commission have enough information for action(s)?
The Commission should have enough information for making a recommendation
after discussing with the applicant. Applicant stopped into City Hall and indicated

Discussion Considerations
1.) More research or follow up on Item?
Yes-Staff can follow up on creating an amendment to the historic preservation
ordinance. Staff also added a requirement to the permitting process and application form
that requires Landmarks review for all murals proposed for landmarked, contributing
properties, and properties eligible for inclusion on the State and National Registers.
