PURPOSE: DESIGNATE BICYCLE LANES AND MODIFY PARKING
REGULATIONS TO RESTRICT PARKING ON WEST SIDE OF
WESTHAVEN DRIVE FROM 9TH AVENUE TO PATRIOT LANE
INITIATED BY: BIKE AND PEDESTRIAN ADVISORY COMMITTEE
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-
10.1 AND 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE
LANES DESIGNATED AND PARKING REGULATIONS ON DESIGNATED STREETS
AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-10.1 of the Oshkosh Municipal Code pertaining to bicycle
lanes is hereby amended as follows:
27A-10.1 BICYCLE LANES DESIGNATED
Add Thereto: Westhaven Drive,both sides, from 9th Avenue to Patriot Lane.
SECTION 2. That Section 27A-11 (Westhaven Drive) of the Oshkosh Municipal Code
pertaining to parking regulations on designated streets and alleys is hereby amended as
follows:
WESTHAVEN DRIVE
Remove Therefrom: No parking, both sides, from 9th Avenue to Abbey Avenue,
Monday through Friday.
No parking, west side, from Abbey Avenue to 140 feet north
of the Westhaven Bridge.
No parking, west side, from 140 feet north of Westhaven
Bridge to Witzel Avenue, Monday through Friday.

SECTION 3. This ordinance shall be in full force and effect from and after its passage,
publication and placement of the appropriate signage.
SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted
ordinance #16-267 DESIGNATE BICYCLE LANES AND MODIFY PARKING
REGULATIONS TO RESTRICT PARKING ON WEST SIDE OF WESTHAVEN DRIVE
FROM 9TH AVENUE TO PATRIOT LANE (A GENERAL ORDINANCE OF THE CITY
OF OSHKOSH AMENDING SECTIONS 27A-10.1 AND 27A-11 OF THE OSHKOSH
MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED AND
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on May 23,
2017. The ordinance designates bicycle lanes on both sides of Westhaven Drive from 9th
Avenue to Patriot Lane and removes all parking on the west side of Westhaven Drive
from 9th Avenue to Patriot Lane.

RE: Creation of Bike Lanes on Westhaven Avenue from 91" Avenue to Patriot Lane and
modify parking regulations on the west side of Westhaven to accommodate
BACKGROUND
The bicycle and pedestrian advisory committee was created to advise on the implementation of the
2011 council approved bike and pedestrian plan. One route from the plan that was prioritized for
implementation this year is bike lanes on Westhaven Avenue from 911, Avenue to Patriot Lane. This
route would connect the signed routes in the Westhaven neighborhood to the commercial district near
Aurora Ilospital and Festival Foods. It would also connect to the internal trails at Aurora and make a
future connection to WisDot planned multi-modal paths on Hwy. 21. The bike and pedestrian
advisory committee voted unanimously at their March 16th meeting in favor of this recommendation.
The Traffic Review Advisory Board Considered this proposal at their April 11ffi Meeting. I received a
telephone call from Father Doug, of St. Raphael Church, who expressed concerns about losing the
west side on street parking for special events.I also read a letter written by Mark Lindekugel,the
business manager of St. Raphael, who suggested the bike lanes be put on Oakwood Road rather than
Westhaven Drive. It was explained that part of Oakwood is in the town of Algoma and that is a
separate route.
Dan Scieszinski,Traffic Review Advisory Board member, recalled off street parking spaces being
available even during the churches well attended fish fry events. The spots available on street seem to
be utilized first because of there closer location to the front doors compared to the large off street lot.
Norm Ruedinger, trustee of St. Raphael, said during the week the parking is not an issue but holidays
like Christmas and Easter may be. He went on to say they support the bike trails and the church
would cope with the decision.
After reviewing the input received, the TRAB was divided on the proposal on a 3-3 vote. Therefore,
the TRAB has no formal recommendation to Council.

ANALYSIS
Westhaven Drive is 40 feet wide (other than the Westhaven Bridge which is 30 feet)which allows for 8
feet of parking on one side, two five foot bike lanes and 2—11 foot driving lanes(one in each direction).
Because the road narrows on the bridge,bike symbols would be placed on the bridge and the route
continued on each side. Due to the pavement width, parking needs to be removed on one side (west
side recommended) to fit bike lanes. The removal of parking on the west side of Westhaven in this
area would remove room to park approximately 33 vehicles.
The options are to do nothing and delete this route from the city's bike and pedestrian plan or to
remove parking on one side of the street(west side recommended) and implement bike lanes.
FISCAL IMPACT
The cost of painting the bike lanes and modifying the signage would come out of the sign/street
painting operating budget. The painting would be done by city forces.
RECOMMENDATION
Section 27A-10.1 of the Municipal Code designates bike lanes and section 27A-11 regulates parking.
This section of proposed bike lanes is part of the council approved 2011 bike and pedestrian plan.
Therefore,I recommend approval.
