RENTAL HOUSING ADVISORY BOARD MINTUES

CALL TO ORDER
Ms. Davey called the meeting to order at 3:37 p.m.
CITIZEN STATEMENTS
There were no citizen statements.
APPROVAL OF MINUTES—October 10,2018
The minutes of the October 10, 2018 meeting were approved as presented. (Palmeri/Steverson)
MAPPING—Districts
Mr. Nan provided the Board with maps detailing potential unregistered rental properties and the number
of registered rental dwellings per block in the districts designated by the RHAB at the previous meeting.
He noted in cases of owner occupied duplexes and triplexes, per ordinance, property owners who were
grand fathered to keep their properties registered as duplexes or triplexes on legal nonconforming lots
would lose legal nonconforming status if the units were not rented for a consecutive twelve month period.
The Board discussed creating a policy regarding consequences for property owners who have not
registered their rental properties.
INSPECTIONS—Tenant and Landlord Contacts
The Board discussed testing a pilot program that would coordinate rental inspections with the landlord.

UPDATED TENANT LETTERS
Possible Educational Insert
Mr. Davis suggested an educational insert be added to the tenant inspection notice mailing which would
include facts about overnight parking, parking on the grass, tenant rights, and other helpful information.
The Board discussed taping an episode on "Eye of Oshkosh" to educate citizens on the rental registry
program and the rental housing inspection program.
NOTE: Matt Mugerauer joined the meeting at 4:40 p.m.
BUDGET STATUS
Mr. Davis stated since fees could no longer be charged for the first and second rental housing inspections
(if violations are corrected), City staff proposed the Oshkosh Common Council allocate $25,000 from the
general fund to create the rental housing inspection program for 2019. He stated the Council would vote
on the proposal at the November 141h meeting.
