HomeMy WebLinkAbout18-17 REDEVELOPMENT AUTHORITY of THE CITY of OSHKOSH,WISCONSIN DECEMBER 17, 2018 18--17 RESOLUTION (APPROVED LOST LAID OVER WITHDRAWN } PURPOSE: APPROVE SPOT BLIGHTDESIGNATION; ACCEPT DONATION OF PROPERTY AT 1024 WINDSOR STREET WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and. WHEREAS, the property at 1024 Windsor Street exhibits conditions cited under: Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said properties to be blighted; and WHEREAS, the Redevelopment Authority has conducted a public hearing to obtain comments and determine if said properties are blighted; and WHEREAS, the owner has offered to donate the property at 1024 Windsor Street to the Redevelopment Authority, NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that: 1. Findings and Determinations. It has been found and determined and is hereby declared that: (a) conditions of blight exist at the Property; and (b) a comprehensive plan of redevelopment is not necessary with respect to the private redevelopment of the Property or the relation of the redevelopment of the Property to other property redeveloped by the Authority. 2. Spot Blight Designation. The Authority hereby finds that the Property is blighted in need of rehabilitation and blight elimination under the meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes. DECEMBER 17, 2018 18-17 RESOLUTION CONT'D BE IT FURTHER RESOLVED by the Redevelopment Authority of the City of Oshkosh that the Authority hereby accepts said property and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same. City of Oshkosh.Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: December 1.0, 2018 SUBJECT: 18-17 Approve Spot Blight Designation; Accept Donation of Property at 1024 Windsor Street BACKGROUND The RDA must determine if the house at 1024 Windsor Street is blighted and authorize acquisition of the property. City staff, including the Oshkosh Police, Attorney, Public Works and. Inspection Departments, have been working with the owner and Winnebago County Social Services over the past year regarding many code violations. At this time, the owner has decided that maintenance and rehabilitation of the structures are beyond her means, and has offered to donate the property to the City. ANALYSIS If the RDA approves the blight designation and acquisition, the City Council will consider the acquisition at their January meeting. If acquisition is approved, staff would intend to abate for asbestos and demolish the house and garage this winter, as weather and City-crew time allows. The lot could then be sold for a new house. FISCAL IMPACT The City will be responsible for the following costs—closing, asbestos investigation and. remediation, demolition (hopefully by City crews), landfill tipping fees, and property maintenance. It is estimated that this would total$10,000 to $20,000. The adjoining lot values in the neighborhood is about$20,000, so the RDA/City could achieve a cost neutral outcome.
