RE: Professional Service Agreement with Mead & Hunt for Airport Zoning
Ordinance Update ($63,000)
Winnebago County currently has an Airport Overlay Zoning District (Chapter 24) that
controls uses and development standards in the area in and around the airport. The existing
County Ordinance was based on a 2000 California Airport Planning Handbook that was at the
time overly restrictive and now outdated and the Ordinance now should be updated.
Staff is proposing to enter into an agreement with Mead & Hunt to work with the city and
county to update the current regulations, which will eventually require approval by
Winnebago County. Mead & Hunt has extensive experience in Airport Planning including
working with the FAA on airport related issues. Mead & Hunt was selected after the City
issued an RFQ.
Updating the Air Zone regulations is an implementation recommendation of the 2018 City
Centers Corridors Plan prepared by Houseal Lavigne Associates.
The intent of the ordinance is to protect the airport from uses and development that may harm
or be harmed by airport operations and thus the range of land uses that would be permitted in
the City's underlying zoning district is significantly limited and negatively impacts economic
development potential around the airport. From a protection standpoint the existing
ordinance does a very good job but the model that it is based on has changed, meaning the
ordinance is outdated and needs to be updated.
Mead & Hunt has extensive airport planning experience and is proposing a multi -tasked
approach to proposing the update. Major tasks include:
Data Collection and interviews of airport operations and users. This will result in an
understanding of the typical air traffic pattern.

Mapping of Airport Surfaces. Using AutoCAD and GIS applications the various FAA surfaces
and approached will be mapped. From this task areas that need protection or no longer need
protection will be identified.
Noise Contours. This task will identify the areas around the airport that are impacted by
airport operations related to the noise of airport operations.
Document Development. Recommendations on what aspects of the existing ordinance should
be changed as well as what changes need to be made to the overlay map.
As part of the process staff will work closely with the Airport Director, Aviation Committee,
and County Planning and Zoning staff.
Chapter 12 of the Municipal Code provides that professional services for a specialized nature
may be procured without use of formal quotes. In accordance with Section 12-16 of the Code, I
am hereby submitting this report regarding this professional services agreement. The
proposed contract to update the air zone regulations would cost $63,000 and would be funded
through the 2018 unclassified reserves.
