Acct No. 0302-0740-6401 Healthy Neighborhood Initiatives TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: December 6, 2018 RE: Approve Agreement with Greater Oshkosh Healthy Neighborhoods Incorporated ($100,000) BACKGROUND Since the City's Strategic Plan has identified Neighborhood Revitalization as a continuing goal, the City began working with Neighborworks in 2012. After working with Neighborworks - Badgerland (Southeast Wisconsin), it was decided in late 2015 to create an Oshkosh -based organization focused on neighborhood revitalization. Greater Oshkosh Healthy Neighborhoods Incorporated (GO-HNI) was created in mid -2016 and was designed to serve as the Neighborhood focused, Public -Private Partnership, as identified in the City's Strategic Plan and in GO-HNI's By -Laws and Strategic Plan. Since that time, GO-HNI has been an active participant in the ONE Oshkosh, Neighborhood Night Out, Rock the Block (working with Habitat for Humanity and the City), and many neighborhood events throughout the City. ANALYSIS GO-HNI has adopted By-laws, a Strategic Plan, a Real Estate Acquisition Policy, a website and social media presence, and an annual budget. GO-HNI has also created multiple committees to coordinate fundraising, real estate, and board development. GO-HNI has received the commitment and resources from private and not-for-profit organizations in order to accomplish the goals the City had set out for neighborhood revitalization, including Oshkosh Area Community Foundation, multiple regional foundations and private donors. GO-HNI continues to cultivate and help existing neighborhood associations which currently total 16 Neighborhood Associations. There are multiple prospects for additional City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us neighborhood associations in the pipeline over the next 3 years. A goal of helping create 6 additional neighborhood associations is included in the proposed agreement. Real estate redevelopment has been a challenge. GO-HNI has renovated 2 houses that were acquired, renovated, and sold above the neighborhood average value. The goal had been six houses in the 3 -year period. Based on the track record, the new agreement has a goal of 4 house revitalization projects in the next 3 -year period. GO-HNI has raised adequate resources to achieve that goal, the challenge is in obtaining the blighted houses and contractors to do the work. GO-HNI will continue to work on ONE Oshkosh, particularly the Image and Marketing elements and the Physical Conditions by converting blighted properties into attractive homes. FISCAL IMPACT The proposed City investment would be $100,000 for each of the next three years, for a total of $300,000. The City funds budgeted in the adopted 2019 Operations Budget — Healthy Neighborhood Initiative for GO-HNI is $100,000 and comes from the additional TIF funds the City has generated. There is no impact on the General Fund. The Term for the Agreement would be for three years. The City's investment in 2020 and 2021 would be reflected in future Healthy Neighborhood Initiative budget years. RECOMMENDATION The City Council approves the Agreement with Greater Oshkosh Healthy Neighborhoods Incorporated for Neighborhood Revitalization Services for $100,000. Submitted, Allen Davis Community Development Director Approved: Mark A. Rohloff City Manager City Hall, 215 Church Avenue P.O.
