Home My WebLink About13. 18-584 DECEMBER 11, 2018 18-584 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT TO AGREEMENT WITH CENTRISYS FOR REPAIR OF WASTEWATER TREATMENT PLANT CENTRIFUGE ($26,368.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and Centrisys, the only regionally-located firm with the capability and qualifications necessary for the work,previously entered into an agreement for repair of one of the Wastewater Treatment Plant centrifuge units; and WHEREAS, additional repair and refinishing work was identified upon a detailed inspection of the unit. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-11 of the Municipal Code to enter into an amended agreement with Centrisys. BE IT FURTHER RESOLVED that an amendment to the agreement with Centrisys is approved and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. Brand, Public Works Utility Bureau Manager6m� (-177- DATE: December 6, 2018 RE: Approve Amendment to Agreement with Centrisys for Repair of Wastewater Treatment Plant Centrifuge ($26,368) BACKGROUND The Wastewater Treatment Plant (WWTP) utilizes two (2) Alfa Laval centrifuges for the dewatering of biosolids as part of the wastewater treatment process. These centrifuges were originally installed in 1996 and have been maintained and upgraded, as needed. The biosolids generated are beneficially re -used through the application to agricultural fields in strict compliance with Wisconsin Department of Natural Resources requirements. The conical section replacement for Centrifuge No. 1, approved for purchase from Alfa Laval by the Common Council in October 2017, has been received and is ready for installation. Centrisys specializes in the repair and maintenance of centrifuges, and is the only regionally -located firm with the capability and qualifications to perform the appropriate repairs to this equipment. A similar replacement was performed by Centrisys on Centrifuge No. 2 in 2016. In July 2018, the Common Council approved $45,000 for the installation of the conical section, along with anticipated repairs to Centrifuge No. 1. The City was delayed in shipping Centrifuge No. 1 to Centrisys, due to dealing with a vibration issue with Centrifuge No. 2. Once that issue was resolved, Centrifuge No. 1 was shipped to the facility in Waukesha where the centrifuge was taken apart and a detailed inspection and analysis was done. Based on the inspection, additional repair and refinishing work was identified as necessary to bring the unit back up to its original specifications. The cost of this additional work is anticipated to not exceed $26,368. ANALYSIS The WWTP's dewatering centrifuges are very specialized pieces of equipment. This work needs to be performed by a company that has experience with this type of equipment. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that services of a specialized nature, including purchases, may be made without a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration.
